Funds allocated to conduct dredging for Staten Island offshore wind terminal

Congresswoman Nicole Malliotakis has confirmed that Empire State Development Corporation has been awarded a US$48,008,231 federal grant for a dredging project at Staten Island’s Arthur Kill Terminal

 

Dredging is required in order to prepare terminal for an offshore wind staging and assembly facility.

The funds were secured through the Bipartisan Infrastructure Law and the Consolidated Appropriations Act of 2022, both of which Malliotakis voted for.

Congresswoman Malliotakis has previously written letters of support requesting that federal dollars be used for Arthur Kill Terminal and introduced the OWNER Act, legislation that would establish an offshore wind revenue-sharing model between the federal government and states adjacent to offshore windfarms.

“Arthur Kill Terminal is the only offshore wind port in our state capable of supporting an operation of this scale.” Said Congresswoman Malliotakis.

“As someone who supports clean energy and our abundant traditional resources, it is critically important that we ramp up all types of domestic energy production to protect national security and provide affordable energy to American families.

“Not only will this project pave the way for windfarms that will generate power for almost two million homes in New York and New Jersey, but it will also create hundreds of good-paying union jobs and inject an estimated US$410M into our local economy during construction. On completion it will create thousands more jobs and generate US$750M for our economy.”

The grant is being awarded under the Port Infrastructure Development Programme, which provides funding for projects that improve the safety, efficiency, or reliability of the movement of goods into, out of, around, or within a port.

Sthe funds will be used to dredge approximately 740,000 cubic yards to create a 35 ft deep ship basin to support development of the staging and assembly facility.

The staging and assembly facility will include 32 acres of upland area, a 1,365-ft wharf with an adjacent laydown area that has enhanced load-bearing capacity, and two ‘programme’ areas – a tenant area consisting of warehousing and office buildings – and a project owner’s area with office building.

In July 2021, asset manager Apollo Global Management and Atlantic Offshore Terminals announced plans to build a staging and assembly area for offshore windfarms on the east coast of the US.

Apollo Global Management said funds managed by its affiliates had entered into an agreement with Arthur Kill Terminal LLC for the exclusive right to invest in what will be known as the Arthur Kill Terminal, an offshore wind energy staging and assembly port under development in Staten Island, New York.

New York-based Atlantic Offshore Terminals will lead the development of Arthur Kill Terminal. Arthur Kill Terminal could be operational by late 2025.
