1. NAVIGATION AND CHANNEL MANAGEMENT

• Speed Limits: 8 knots main channel, 5 knots inner harbor (radar monitored)

2. COMPULSORY PILOTAGE & TUGGAGE REQUIREMENTS

9. METEOROLOGICAL RESTRICTIONS

• Wind Limits:
  • 25kt for container ops
  • 30kt for bulk carriers
  • 15kt for liquid transfers
• Typhoon Procedures:
  • Stage 1 (Signal #3): Secure cargo
  • Stage 2 (Signal #8): Evacuate non-essential personnel

10. CREW WELFARE & SHORE SERVICES

• Shore Leave: 0800-2400 LT with passport/CDC
