  4. 24/7 VHF monitoring: Ch 16 (Safety), Ch 12 (Port Ops), Ch 09 (Pilots)
  5. Maximum permissible wind speed for cargo ops: 15m/s (Beaufort 7)
  6. Port operating limits: Wave height <1.5m, Visibility >500m
