Rome – The upcoming port reform law, long announced by Minister Salvini, could restore a central role to the mayors of municipalities hosting Adsp. This emerged during the Senate hearings of the future presidents of the Port System Authorities. The president of the Transport Committee of Palazzo Madama, Claudio Fazzone, anticipated the need to rebalance the relationship between port authorities and local territories, emphasizing how the legislation must include the participation of mayors in decision-making processes. “It was a mistake to exclude them in the past,” he explained, highlighting the necessity of considering, in port governance mechanisms, the economic and social impacts on the involved municipalities, often ill-equipped to bear port traffic costs alone.
Prompting Fazzone’s remarks was the hearing of Raffaele Latrofa, future president of the Adsp of the Northern Central Tyrrhenian Sea. Latrofa himself reiterated the need for greater integration between port and city, reviving the theme of shared governance and cooperation between local entities and strategic infrastructure. Thus, Fazzone’s words seem to open the possibility of a return to what was envisioned by Law 84/94, which granted mayors an active role even in selecting Adsp leadership.
