The Central Meteorological Observatory issued a yellow typhoon warning at 06:00 on August 12:

The center of this year’s 11th typhoon “Podul” (strong tropical storm level) was located about 780 kilometers southeast of Taitung City, Taiwan, in the northwestern Pacific Ocean at 5:00 a.m. today (August 12), at 21.0 degrees north latitude and 128.5 degrees east longitude. The maximum wind force near the center is 11 on the Beaufort scale (30 m/s), with a minimum central pressure of 980 hPa. The radius of the 7-level wind circle is 160–220 kilometers, and the radius of the 10-level wind circle is 50–80 kilometers.

It is expected that “Podul” will move westward at a speed of about 25 kilometers per hour, gradually intensifying. It may reach the level of a severe typhoon (42–48 m/s, 14–15 on the Beaufort scale) and is likely to make landfall along the southeastern coast of Taiwan around noon on the 13th (typhoon or severe typhoon level, 38–45 m/s, 13–14 on the Beaufort scale). After crossing Taiwan Island, it will enter the Taiwan Strait, gradually weakening, and is expected to make landfall again along the coast from southern Fujian to eastern Guangdong between the night of the 13th and the early morning of the 14th (strong tropical storm level, 25–30 m/s, 10–11 on the Beaufort scale). After landfall, its intensity will slowly weaken.

Wind forecast: From 08:00 on August 12 to 08:00 on August 13, the sea east of Taiwan, the Bashi Channel, the Taiwan Strait, and the eastern coast of Taiwan Island will experience winds of 6–7 on the Beaufort scale, with gusts of 9–10. The sea east of Taiwan may see winds of 8–10 on the Beaufort scale, with gusts of 11–12. The sea area near the typhoon center will experience winds of 11–14 on the Beaufort scale, with gusts of 15–16.

Precipitation forecast: From 08:00 on August 12 to 08:00 on August 13, the northeastern part of Taiwan Island will experience heavy to torrential rain (50–60 mm).

Defense guidelines:

1. Governments and relevant departments should carry out typhoon prevention and emergency response work according to their duties.

2. Waterborne operations and passing vessels in related waters should return to port to avoid the wind, and port facilities should be reinforced to prevent ships from dragging anchor, running aground, or colliding.

3. Outdoor large-scale gatherings and high-altitude or other hazardous outdoor operations should be suspended.

4. Reinforce or dismantle structures that are easily blown by the wind. People should avoid unnecessary outings and stay in wind-safe locations as much as possible. Ensure that the elderly and children remain in the safest places at home, and evacuate people from dangerous buildings in a timely manner. When the typhoon center passes, the wind may weaken or stop temporarily, but remember that strong winds may suddenly return. Stay in a safe place to avoid the wind.

5. Relevant regions should guard against mountain torrents and geological disasters that may be triggered by heavy rainfall.
