QTerminals and Ukraine confirmed plans to resume the concession project in the port of Olbia.

The Ministry for Development of Communities and Territories of Ukraine, LLC “Kyuterminals Olvia” and the Qatari company QTerminals signed a memorandum of cooperation, which secures the parties’ intentions to resume the implementation of the concession project in the specialized seaport of Olvia in the Nikolaev region.

Recall that back in August 2020, the port was transferred to the management of “Kyuterminals Olvia” (a structure of QTerminals) for a period of 35 years. According to the agreement, the company is obliged to invest in the development of the port and the city, maintain jobs and pay the state a fee for using the object. The project was suspended after the start of a full-scale Russian invasion, but in October 2025, the Law of Ukraine “On Public-Private Partnership” comes into force, allowing the concession terms to be adjusted in the event of force majeure.

The signed memorandum creates a legal basis for the resumption of the port’s operations, including a possible revision of financial conditions and social guarantees for employees. The agency also emphasized that concession projects are an effective tool for attracting investment and restoring infrastructure, and the new stage of cooperation with QTerminals opens up prospects for the further development of Ukraine’s maritime logistics.
