Five Departments Issue Document to Promote Steady Growth in the Steel Industry

Xinhua News Agency, Beijing, September 22 (Reporter Wang Yueyang) Reporters learned on the 22nd from the Ministry of Industry and Information Technology that five departments, including the Ministry of Industry and Information Technology, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Commerce, and the State Administration for Market Regulation, have jointly issued the “Steel Industry Steady Growth Work Plan (2025-2026)”. The plan proposes that from 2025 to 2026, the value added of the steel industry should achieve an average annual growth of about 4%.

The plan also defines a series of main goals for stabilizing growth in the steel industry from 2025 to 2026: economic benefits stabilize and rebound, market supply and demand become more balanced, the industrial structure becomes more optimized, effective supply capacity continuously strengthens, and the level of green, low-carbon, and digital development is significantly improved.

Currently, the total supply in the steel industry is excessive, effective demand is insufficient, and the imbalance between supply and demand is the principal contradiction affecting the quality and efficiency of the industry’s development. The plan proposes five aspects and ten work measures by coordinating efforts from both the supply and demand sides to promote the effective qualitative improvement and reasonable quantitative growth of the steel industry.

On the supply side, implement precise regulation of production capacity and output, promote the hierarchical and classified management of steel enterprises, strengthen industry management, and promote the survival of the fittest; enhance the supply capacity of high-end products, promote the quality upgrade of bulk products, stabilize the supply of raw materials and fuels, and improve effective supply capacity.

On the demand side, the plan focuses on three aspects: deepening cooperation in key areas, promoting application in key fields, and cultivating supply chain service platforms to explore steel application demand, maintain the stability of the steel market, and stimulate market consumption potential.

In addition, the plan also proposes promoting the renewal of process equipment, accelerating digital transformation, advancing green and low-carbon transformation to facilitate transformation and upgrading, and improving the level of international development by strengthening the management of steel product exports, among other methods.
