Genoa Port Terminal, renewal of the concession to the Spinelli Group until 2054

GENOA – The Management Committee of the Port System Authority of the Western Ligurian Sea, on September 30 last, deliberated the renewal of the state property area concession for the Genoa Port Terminal, in favor of the company Spinelli S.r.l., until December 31, 2054 (29 years).

“The renewal of the concession for the Genoa Port Terminal” – explained the President of the AdSP, Matteo Parodi” – “represents the result of intense work, carried out in full compliance with the ruling of the Council of State. The System Authority has faced a complex process with rigor and transparency, which required technical in-depth analysis, service conferences and the qualified assistance of the State Attorney’s Office. I wish to express my sincere thanks to the Advisory Commission and the Management Committee for the professionalism and commitment shown, as well as to the external professionals who, with competence and dedication, contributed to achieving a result that, at the time of my appointment, seemed anything but a given”.

A decision as the outcome of a complex process, initiated following the Council of State’s ruling at the end of 2024, which had annulled the original 2016 concession due to inconsistency with the Port Master Plan.

On July 1 last, the Advisory Commission of the AdSP signed the authorization for the technical deferral of the expiry date of the provisional act in favor of the company Spinelli S.r.l. for the Genoa Port Terminal, extending the deadline by three months to September 30. Therefore, on the date of September 30 last, the last available day, the Management Committee deliberated this decision with a duration of 29 years.

“The Authority followed up on the ruling” – explains the port authority in a note – “by initiating a new technical and legal investigation, developed over several phases, with service conferences and technical-legal in-depth analyses carried out in recent months. In these forums, the necessary prerequisites for the definitive issuance of the concession were verified and the criteria for the concrete application of the concept of functional prevalence were defined.

“The extraordinary work carried out by our offices! – emphasized President Parodi – “has allowed for the precise redefinition of the terminal’s operational conditions, in line with the Port Master Plan and the decision of the Council of State, while ensuring the continuity of traffic and the safeguarding of employment levels. This resolution not only guarantees the best context for increasing port traffic, but also represents a decisive step to consolidate the credibility of the port’s governance, strengthen the climate of trust with institutions and operators, and create the conditions for sustainable and lasting development. It is a result that confirms how the synergy between all the parties involved is the key to facing the challenges of the port industry and to projecting Genoa and the Ligurian system into an increasingly competitive dimension on the international scene.”
