I took the third officer’s competency examination last week, when can I check the results?

Q: I hold a watchkeeping rating certificate issued before the “11 Rules” came into effect. Now I want to go back to sea. Do I need to retake the post competency training?

A: No, you can apply for a re-issuance. According to Article 27, Paragraph 2 of the “Implementation Measures for the <People’s Republic of China Seafarer Competency Examination and Certification Rules>”: Holders of watchkeeping rating certificates for Able Seafarer Deck or Able Seafarer Engine issued before the “11 Rules” took effect, who also hold valid corresponding training qualification certificates, may continue to apply for the re-issuance of the corresponding Able Seafarer Deck or Able Seafarer Engine competency certificates for the navigation area and class under the “20 Rules”.

Q: I took the Third Officer competency exam last week. When can I check my results?

A: According to Article 33 of the “People’s Republic of China Seafarer Competency Examination and Certification Rules”: The maritime authority shall publish the results within 10 days after the examination ends.

Q: I have passed the coastal Third Officer competency examination and the Proficiency in Survival Craft and Rescue Boats training certificate exam. Can my sea service time as a cadet Third Officer be used to apply for the Proficiency in Survival Craft and Rescue Boats training certificate?

A: Yes. According to Article 24, Paragraph 7 of the “Implementation Measures for the <People’s Republic of China Seafarer Competency Examination and Certification Rules>”: The service time as a cadet Third Officer, cadet Second Officer, cadet Third Engineer, cadet Second Engineer, or cadet Electro-technical Officer can be correspondingly used as the onboard cadetship service time for applying for the issuance of Able Seafarer Deck, Able Seafarer Engine, or Electro-technical Rating competency certificates. The onboard cadetship service time obtained for applying for the issuance of a competency certificate can be used as the sea service time for applying for the issuance of the Proficiency in Survival Craft and Rescue Boats training certificate.
