A foreign vessel approaches Ningbo Zhoushan Port and completes all certification procedures without stopping; a cross-border parcel passes through the sorting line and is identified and cleared in just 0.2 seconds; a foreign expert completes salary foreign exchange purchase online with just a few clicks… These seemingly independent convenience scenarios originate from institutional innovations in the Ningbo Area of the Zhejiang Pilot Free Trade Zone. In the “China Pilot Free Trade Zone Development Report (2025)” released by the Ministry of Commerce on November 6, three innovative achievements from the Ningbo Area were selected, providing the “Ningbo Solution” for the construction of pilot free trade zones nationwide.

Shipping services achieve “sea-land-air” coordination. Addressing the pain points in the full lifecycle services for international vessels, Ningbo has implemented a series of reform measures. The certification process promotes “multiple certificates for one vessel handled in one go,” compressing the sequential approval process from over 30 working days to 2-3 working days, increasing efficiency by over 90%, and achieving a nationwide first with “zero downtime” for vessel registry transfers. The entry process innovates with an “air administrative corridor,” deploying inspection personnel to anchorage via helicopter, achieving “inspection upon arrival.” The operation process establishes a “Route Schedule” mechanism, providing priority guarantees for vessels adhering to schedules. The berthing time for routes like Maersk’s US East Coast Second Service has decreased from over 30 hours to 6 hours, and the on-schedule rate has jumped from less than 30% to 80%.

Intelligent supervision enhances quality and efficiency in cross-border e-commerce. In the Ningbo Bonded Zone, customs pioneered embedded supervision for outgoing imported parcels, with individual parcel inspection and release taking only 0.2 seconds, increasing overall outbound warehouse efficiency by 20%. The nation’s first “Intelligent Customs Declaration Hall,” paired with the “Smart Station” mini-program, enables 24-hour self-service document exchange, reducing tax payment time from 1-2 days to 5 minutes. Whole-chain innovation advances simultaneously: “bundled sales” meet diverse needs, “return center warehouses” speed up return processing by 3 days, and a global QR code traceability system covers 542 product categories. In the first three quarters of this year, the value of imported goods via cross-border e-commerce bonded imports in Ningbo reached 22.563 billion yuan, ranking among the top nationwide; the export value of cross-border e-commerce from Ningbo’s special customs supervision zones was 4.33 billion yuan, a year-on-year increase of 17.4%, accounting for over 40% of the national total and ranking first in the country.

Cross-border settlement optimizes the talent service ecosystem. Addressing the foreign exchange usage challenges for foreign-related talents, the Ningbo Municipal Branch of the People’s Bank of China constructed dual-scenario solutions for “bringing in and going global.” Creating a “Payment Guide” covering 20 high-frequency scenarios, it promoted banks to develop the “Cross-border Salary Intelligence Exchange” online channel, enabling “fingertip handling” for salary foreign exchange purchases. Innovating a “more creditworthy, more convenient” management model, it uses enterprise credit to vouch for employees, with bank due diligence moved forward to the recruitment stage. Currently, this model has been promoted in over 60 research institutes and multinational companies, benefiting more than 4,000 foreign-related talents and improving foreign exchange efficiency by 50%.

A relevant official from the Ningbo Municipal Commerce Bureau stated that since the expansion of the Zhejiang Pilot Free Trade Zone, the Ningbo Area has proactively served national strategies and integrated into regional development strategies, forging a distinctive and differentiated path for opening up. These three innovative achievements reflect the mission and responsibility of relevant functional departments in Ningbo, including the People’s Bank of China, Customs, Maritime Safety, Border Inspection, and Market Supervision, in practicing “daring to trial, daring to break through, and independently reforming,” demonstrating the practical results of the Ningbo Area in promoting institutional opening and exploring new paths for deepening reforms in national pilot free trade zones.
