Singapore to award licences for methanol bunkering from 2026

The Maritime and Port Authority of Singapore said it will issue licences to supply methanol as marine fuel in the Port of Singapore starting 1 January 2026, following a Call for Applications launched in March 2025.

The move is presented as part of efforts to establish methanol bunkering at scale and support the development of Singapore as a multi-fuel bunkering hub.

Licences will go to Global Energy Trading Pte Ltd, Golden Island Pte Ltd, and PetroChina International (Singapore) Pte Ltd. According to the authority, the three firms were chosen from 13 applicants after an evaluation covering supply chain reliability, operational readiness, safety systems, and sustainability certification of the methanol to be supplied.

The authority noted that the number of applicants indicates growing industry attention to lower-emission marine fuels.

The licences will run for five years, from 1 January 2026 to 31 December 2030, conditional on licensees meeting the required terms.

The authority stated that the duration is intended to provide scope for early capability development, supply-chain strengthening, and initial investment as the market grows.

The authority also said it will continue reviewing the licensing framework to reflect operational experience, technological developments, and evolving international standards, with the aim of keeping the framework demand-responsive, practical, robust, and aligned with global developments.
