Hapag Lloyd preannounces for 2026 a +45% of the ETS surcharge

Starting from January first of next year, the European ETS regulation, the emissions trading scheme that partially came into effect starting from 2024, will fully deploy its effects and liners are starting to take action.

Hapag Lloyd, for example, while summarizing the key points of the issue – gradual entry into force (40% of emissions from 2024, 70% from 2025 and 100% from 2026) and a 50% charge for voyages between EU ports and non-EU ports and 100% for intra-EU voyages – has informed its customers that it will have to adjust the relevant surcharge “to reflect the transition to 100% emissions coverage” and to expect that “the surcharge will increase by approximately 45% following this regulatory update.”

The uncertainties of freight rate and transport cost increases linked to the ETS are at the center of shippers’ concerns, as also highlighted by the latest edition of the Business Meeting CONTAINER ITALY 2025 organized in recent days by our publication.

According to a note from the Ministry of Infrastructure and Transport “the need to protect the centrality of the Mediterranean in global trade routes and to decisively address the critical issues of the ETS (Emission Trading System) applied to maritime transport” was the focus of talks with the competent ministers of Greece, Cyprus and Malta that the Deputy Minister Edoardo Rixi held in London on the occasion of his participation in the Assembly of the International Maritime Organization.

“Rixi – the note reads – reiterated the Italian position: the ETS represents a barrier to world trade and penalizes the competitiveness of European logistics and the entire maritime industry. Mediterranean countries are therefore asking for specific measures and greater attention from European institutions.” Rixi also held bilateral meetings with the Deputy Minister for Territorial Development of Ukraine Shkrum Ivanivna, with the Minister of Transport of Qatar Sheikh Al Thani and with his counterpart from the British Government, Keir Mather.
