2025 Changxing Island World-Class Modern Shipbuilding Base High-Quality Development Conference Held

People’s Daily Online Shanghai, December 3rd. On December 2nd, the 2025 High-Quality Development Conference for the World-Class Modern Shipbuilding Base on Changxing Island was held. The conference, themed “World Ships · Ocean Dreams · Intelligent Manufacturing,” leveraged the international platform of the China International Maritime Exhibition to gather global leading forces, connect worldwide shipbuilding and maritime resources, and jointly explore development trends, discuss innovation pathways, and build a cooperative ecosystem.

Gao Dongsheng, Chief Economist of the Ministry of Industry and Information Technology, and Zhang Ying, Deputy Secretary-General of the Shanghai Municipal Government, attended the conference and delivered speeches. Academician Lin Zhongqin of the Chinese Academy of Engineering and Li Yanqing, Vice President of the China Association of the National Shipbuilding Industry, gave special presentations.

At the conference, the “World-Class Modern Shipbuilding Base (Changxing Island) Reception Hall” was inaugurated. The Changxing Island Reception Hall features comprehensive functions including policy interpretation, industry matchmaking, product launches, and entrepreneur forums. It is not only a service window but also a platform for cooperation and a stage for innovation. The establishment of the Reception Hall will inject new vitality and momentum into building Changxing Island into a world-class modern shipbuilding base.

The Shanghai Changxing Island Development and Construction Management Committee, Shanghai Chongming District, and enterprises including Jiangnan Shipbuilding, Hudong-Zhonghua Shipbuilding, Waigaoqiao Shipbuilding, COSCO Shipping Heavy Industry, and Zhenhua Heavy Industry signed the “Cooperation Agreement on Jointly Building a National Advanced Manufacturing Cluster for Ships and Marine Engineering Equipment.” This agreement aims to pool efforts to promote deep integration among government, enterprises, and research institutions, jointly driving Changxing Island to accelerate its leapfrog development from “industrial agglomeration” to “cluster upgrading.”

The “Strategic Framework Agreement on Promoting High-Quality Development of the Large Cruise Ship Industry” was signed simultaneously. It comprehensively supports the cruise industry chain leader, Waigaoqiao Shipbuilding, in attracting upstream and downstream enterprises in the industrial chain to gather on Changxing Island, shaping a new engine for industrial innovation in the modern shipbuilding base and opening a new chapter in the high-quality development of China’s shipbuilding industry.

At the conference, key enterprises in the shipbuilding and maritime industry chain, such as Jiangnan Shipbuilding and Hudong-Zhonghua Shipbuilding, shared unique insights from perspectives including industry digitalization and intelligent transformation, energy transition and shipping decarbonization, and the development of high-tech ship types. During the roundtable dialogue session, representatives from the Shanghai Municipal Government Counselor’s Office, China Classification Society Shanghai Branch, Beihao Shipbuilding, and other units engaged in lively exchanges and discussions on the topic of “Global Shipbuilding and Maritime Industry Collaboration and Innovation Integration.”
