Shandong Port Releases the Nation’s First Port AI Chip

On January 20, the Shandong Port 2026 Science and Technology Innovation Conference was held in Qingdao. The conference released the phased achievements of the National Artificial Intelligence Application Pilot Base and the nation’s first port AI chip—”Shangang Zhixin · Xingyu SA5200″.

Independent and controllable chips are a core support for national technological security and industrial security, and a national strategy for solving “bottleneck” problems and cultivating new quality productive forces. To address industry challenges such as limited transmission bandwidth and poor image quality faced by remote control of port yard cranes and offshore vessel navigation operations, Shandong Port, in collaboration with Peking University’s National Engineering Research Center for Video and Visual Technology, Boya Ruishi, and other units, broke through core technical barriers and developed the nation’s first port AI chip using national standard definitions.

This chip boasts four major advantages: it supports multi-source perception fusion of video, audio, temperature, humidity, etc., adapting to the complex scenarios of ports; it embeds a super compression engine, significantly improving compression efficiency compared to traditional methods; it is equipped with a high-performance heterogeneous processing core, enabling low-power operation; and it features a self-developed, globally unique, fully domestic algorithm stack supporting national standards and national cryptography, leading to a significant overall improvement in energy efficiency.

During the “14th Five-Year Plan” period, Shandong Port has consistently regarded scientific and technological innovation as the “primary productive force”, placing “building an internationally leading smart and green port” at the forefront of its development. It has built the nation’s first fully domestic and fully autonomous automated terminal, been approved as the only artificial intelligence application pilot base in the national port sector, and implemented the world’s first port service “Ark” large model. It has high-quality completed the first batch of national pilot tasks for “Smart Port Construction” under the “Transportation Power” initiative, made positive progress in the preparation of a national-level technological innovation center, achieved 27 landmark results reaching international leading levels, and won 9 scientific and technological achievement awards from the Shandong Provincial Science and Technology Awards. The “Shandong Port technology phenomenon” is renowned in the industry, with technological momentum accumulating and forming a strong trend.

At the conference, the phased achievements of the National Artificial Intelligence Application Pilot Base were also released. The base systematically sorted out over 80 key AI application scenarios covering the entire port chain, launched 28 high-quality industry datasets, becoming a pioneering unit in the construction of national high-quality datasets and was selected as a typical case. Focusing on 10 major areas including port production, it efficiently aggregated industry general knowledge and specialized data, launched the port industry’s first large model, developed intelligent agents, and built vertical domain models such as port trade as a service and unmanned driving, winning 2 first prizes, 2 third prizes, and 3 AI Top 100 products.

On the same day, China Telecom Corporation Limited Shandong Branch signed an agreement with Shandong Port Qingdao Port and the Technology Group to jointly establish a Port Industry Artificial Intelligence Innovation Consortium. All parties will fully leverage the demonstration, leadership, and driving role of the National Artificial Intelligence Application Pilot Base to accelerate breakthroughs in AI technology, scenario implementation, and ecosystem co-construction in the port field, and focus on creating new types of scientific research platforms.

This year marks the beginning of the “15th Five-Year Plan” and is also the “Year of Comprehensive Quality Improvement” for Shandong Port. Shandong Port will focus on four major directions: solving common industry problems, achieving independent control of key core technologies, cultivating new quality productive forces in ports, and shaping future competitive advantages, organizing ten major scientific and technological innovation initiatives. It will concentrate on four major fields: artificial intelligence, all-space unmanned systems, port intelligent production, and supply chain ecological services, to promote the construction of ten major digital demonstration scenarios, providing stronger technological support for building a world-class ocean port cluster.
