South Africa’s Transnet National Ports Authority has opened a tender to appoint an operator for the Port of Cape Town’s liquid bulk terminal under a 25-year concession that includes bunkering and related services, according to a TNPA media statement.
The operator is to finance, operate, maintain, refurbish and, if required, construct and transfer the terminal at the Cape Town liquid bulk precinct. TNPA said the project is aimed at retaining and improving liquid bulk operations at the port while raising infrastructure utilisation through private-sector participation.
The brownfield facility includes eight storage tanks with combined capacity of about 44,430 cu m, together with a warehouse and an administration building. It interfaces with Tanker Basin 1 and Tanker Basin 2, which TNPA said support local refinery supply and imports of bunkering products.
The tender process is structured as a two-stage evaluation. Bidders are first assessed on technical, financial, business-case and operational capability, followed by a second-stage review of concession fee offers and BBBEE credentials.
The tender listing carries reference number /RFP, with a briefing date of May 19, 2026 and a closing date of September 11, 2026.
The current process follows materially similar RFPs published in April 2024 and April 2025 for the same 25-year concession at the Port of Cape Town liquid bulk precinct.
