Spanish ports set common LNG bunkering rules

Spain’s Ministry of Transport and Sustainable Mobility has introduced a unified LNG bunkering framework for Spanish ports after LNG supply volumes exceeded 8.1 TWh in 2025 and quadrupled in two years, according to the Ministry of Transport and Sustainable Mobility.

The framework, developed through Puertos del Estado, sets common criteria for port-level LNG bunkering contract specifications across the Spanish state port system.

It covers LNG supply by floating units, tanker trucks and pipeline systems, as well as contract duration, safety requirements and environmental quality conditions.

The ministry said the document is intended to give operators and port authorities a more consistent basis for authorisations and service execution.

LNG bunkering has expanded in Spain as more LNG-fuelled vessels have entered service and dedicated port infrastructure has developed.

The framework was prepared by a working group led by the General Secretariat for Air and Maritime Transport and involving the Directorate General of the Merchant Marine, Puertos del Estado, ANAVE and Gasnam.

Benito Núñez, secretary general for air and maritime transport, said the growth of LNG bunkering in Spanish ports showed Spain’s commitment to the supply segment and its aim to consolidate its role as a southern European hub for sustainable fuels.

Puertos del Estado president Gustavo Santana said the document is important for the role Spanish ports play in the energy transition.

Puertos del Estado is Spain’s state port agency, responsible for coordinating and supervising the state-owned port system.

The Ministry of Transport and Sustainable Mobility is the Spanish government department responsible for transport and mobility policy across maritime, rail, road and aviation.

The Directorate General of the Merchant Marine is Spain’s maritime administration for merchant shipping and maritime safety.

ANAVE is the Spanish shipowners’ association representing shipping companies and vessel operators. Gasnam is an Iberian association focused on natural gas, LNG and other alternative fuels in transport.
