On May 13, the Hubei Provincial Government Information Office held the Yichang special session of the series press conferences titled “Starting Strong for the ’15th Five-Year Plan’, Striving to Build a Strategic Fulcrum.” The press conference revealed that during the “15th Five-Year Plan” period, Yichang City will fully serve the construction of the new Three Gorges water transport channel, accelerate the upgrading and renovation of ports and terminals, implement the upgrading of tributary waterways, build a high-grade waterway network of “one main line, two tributaries, and four reservoirs,” and create a new Three Gorges shipping hub.
The press conference introduced that the new Three Gorges water transport channel represents a new round of major national strategic engineering opportunities for Yichang following the Gezhouba and Three Gorges Dams, and is also an important strategic supporting project for Yichang to build a pilot zone for fulcrum construction.
To fully serve the construction of the new Three Gorges water transport channel, during the “15th Five-Year Plan” period, Yichang has planned and reserved 148 major landmark projects with a total planned investment of 1.5 trillion yuan. Among them, 3 high-speed railways, 4 Yangtze River bridges, and 10 expressways are being accelerated, and the 56 supporting projects for the new Three Gorges water transport channel previously planned are progressing in an orderly manner.
At the same time, Yichang will take the hub economy and port & shipping economy as the driving force to accelerate the construction of a modern industrial system. On one hand, relying on the advantages of phosphate rock resources and the logistics cost advantages of Yangtze River water transport, it will improve the “railway, waterway, highway, aviation, pipeline” multimodal transport system, and strengthen and expand the internationally influential phosphorus chemical cycle industry cluster and new energy battery material industry cluster. On the other hand, it will actively lay out new industrial tracks such as green computing power, low-altitude economy, and embodied intelligence.
The press conference introduced that Yichang will enhance its “execution capability,” actively practice the “Five Approaches” project service model of integrated handling, intensive handling, conditional handling, smart handling, and precise handling, deeply carry out related activities of “solving difficulties, stabilizing growth, and promoting development,” adhere to the precise scheduling mechanism for major projects, ensure timely resolution of difficulties during the construction of major projects, and ensure the smooth implementation of a batch of major projects such as the new Three Gorges water transport channel and the Yangtze-to-Hanjiang Water Diversion Project.
