AB’den yeni yaptırım kararı: Üç Türk gemi işletmeciliği şirketi listeye eklendi

Avrupa Birliği Konseyi, 15 Haziran 2026 tarihli ve /1364 sayılı kararıyla Rusya’nın Ukrayna’ya yönelik savaşı nedeniyle uyguladığı yaptırımları genişletti.

Under the new regulation, 9 individuals and 45 entities were added to the sanctions list, while the inclusion of three Turkey-based ship management companies drew attention.

According to the decision published in the EU Official Journal, East Gemi İşletmeciliği AŞ, EMT Gemi İşletmeciliği AŞ and Trans KA Tankers Management were sanctioned on the grounds that they provided technical management services to certain vessels transporting crude oil and petroleum products exported from Russia.

East Gemi İşletmeciliği AŞ

In the decision, it was alleged that the vessels named Azure, Jasper and Storm Pearl, for which Istanbul-based East Gemi İşletmeciliği AŞ is the technical manager, did not have adequate liability insurance, carried out ship-to-ship (STS) transfer operations, and manipulated the Automatic Identification System (AIS).

Based on these grounds, the EU claimed that the company managed vessels transporting petroleum products exported from Russia and operating within the scope of irregular and high-risk shipping practices defined in the International Maritime Organization (IMO) General Assembly resolution A.1192(33).

EMT Gemi İşletmeciliği AŞ

Similar justifications were listed for another Turkish company added to the sanctions list, EMT Gemi İşletmeciliği AŞ.

In the EU decision, it was alleged that the vessels named Quartz, South Star and Opal, for which the company is the technical manager, did not have adequate liability insurance, carried out STS operations, and manipulated AIS.

Trans KA Tankers Management also on the list

Similar assessments were made for another Turkish company on the EU sanctions list, Trans KA Tankers Management.

In the decision, it was claimed that the vessels under the company’s technical management transported crude oil and petroleum products exported from Russia, did not have adequate liability insurance, and were involved in irregular and high-risk shipping practices defined in IMO resolution A.1192(33).

Numerous international shipping companies also under sanctions

In addition to Turkish companies, the new sanctions package also included numerous shipping and technical management companies based in the United Arab Emirates, Russia, Azerbaijan, Hong Kong, Belarus and China.

Among the companies on the list are:

– ESEA Venture Shipping Management LLC (UAE)

– Gazpromneft Shipping (Russia)

– Global Ship Solutions LLC (Azerbaijan)

– Glory Shipping HK Limited (Hong Kong)

– KONTUR SPB LLC (Russia)

– Kord-Bunker LLC (Russia)

– Morskoy Standart-Bunker LLC (Russia)

– Sea Engineering Limited (Russia)

– Orchid Shipmanagement LLC-FZ (UAE)

– Transbunker-Novo Company Limited (Russia)

– Valkur LLC (Russia)

– Volga Oil Shipping Company (Russia)

– Lukoil-Western Siberia LLC (Russia)

– Nord Axis Ltd (Hong Kong).

The EU stated that the vessels for which these companies are the technical managers or operators are considered within the scope of high-risk shipping activities specified in IMO General Assembly resolution A.1192(33) due to practices such as ship-to-ship transfers, AIS manipulation and inadequate liability insurance while transporting Russian oil.

Defense industry companies also added to the list

The new sanctions package covers not only the maritime sector but also numerous entities stated to support Russia’s defense industry and military production capacity.

The list also included organizations operating in the fields of defense, unmanned aerial vehicles, electronics and military technology, such as Rustakt LLC, ASFPV LLC, ERA Military Innovation Technopolis, Elekond, Lavochkin Research and Production Association, Izhevsk Aviation Plant, Foundation for Advanced Studies, Shenzhen Minghuaxin and Xinxiang Richful Lubricant Additive Company.

The EU Council announced that these entities provided material support to Russia’s military and industrial complex and were therefore included in the sanctions list.
