Li Qiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, conducted research in Dalian City, Liaoning Province on June 22. He emphasized the need to thoroughly implement General Secretary Xi Jinping’s important directives on the comprehensive revitalization of Northeast China in the new era and the construction of a modern industrial system, adhere to the direction of intelligent, green, and integrated development, strengthen original and leading scientific and technological research, reinforce the rebuilding of the industrial foundation, vigorously develop high-end equipment manufacturing, accelerate the construction of a modern industrial system, and continuously inject new momentum into high-quality development.
Li Qiang first visited Dalian Shipbuilding Industry Group Co., Ltd., where he listened to introductions on the enterprise’s planning layout, business development, and digital-intelligent transformation, as well as reports on Dalian’s shipbuilding industry development. He boarded vessels under construction to learn about the building of liquefied natural gas carriers and other ships, affirming the technological breakthroughs achieved by the enterprise. He pointed out that high-end ship manufacturing features high technology, high difficulty, and high added value, with long industrial chains and significant radiation-driven effects. It is necessary to strengthen the dominant position of enterprises in innovation, support collaborative research between complete machine and parts enterprises, as well as equipment and user enterprises, accelerate breakthroughs in key technology research and development, cultivate a group of technical backbone and industrial workers with exquisite skills and rich experience, further enhance independent innovation capabilities, create and lead markets through innovative management concepts and iterative upgrades of products and services, and continuously consolidate and expand the advantages of the ship and marine engineering equipment industry. Dalian’s shipbuilding industry has a long history and a relatively good foundation for developing high-end equipment manufacturing. It must keep abreast of international frontiers, focus on key areas for sustained breakthroughs, strengthen industry exchange and cooperation, and strive to build advanced manufacturing clusters and world-class shipbuilding bases.
At CFHI Dalian Nuclear Power & Petrochemical Co., Ltd., Li Qiang learned in detail about the development of nuclear power and petrochemical equipment, walked into the workshop to inspect the processing and manufacturing of nuclear reactor pressure vessels, and carefully inquired about the operational status of major engineering projects. He emphasized that advanced nuclear power and other high-end equipment are of great significance to national energy, industrial, and technological security. It is necessary to deepen the integration of technological innovation and industrial innovation, accelerate the transformation of scientific and technological achievements, enhance original design capabilities and precision manufacturing capabilities, promote the safe application of next-generation nuclear power technology, and better serve green and low-carbon development. Li Qiang pointed out that building a modern industrial system requires not only cultivating and strengthening emerging industries and future industries but also optimizing and upgrading traditional industries. The research, development, and production of high-end petrochemical equipment play an important foundational role in improving the quality and efficiency of related industries. It is necessary to empower with digital-intelligent technology, promote the updating and upgrading of standards, strictly enforce regulations on environmental protection, energy efficiency, and quality, achieve breakthroughs in a number of landmark major technical equipment, enhance the resilience of the industrial chain and supply chain, and continuously strengthen core competitiveness.
