To thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, accelerate the removal of unreasonable restrictions on automobile circulation and consumption, and expand automobile consumption across the entire chain, in accordance with the requirements of the “Notice of the General Offices of 8 Ministries including the Ministry of Commerce on Carrying Out Pilot Work on Automobile Circulation and Consumption Reform” (Shang Ban Xiao Fei Han [2025] No. 14), based on applications from various regions, after expert review and public announcement, a total of 40 pilot cities for automobile circulation and consumption reform have been determined. They are hereby announced, and the relevant matters are notified as follows:
1. Each pilot city shall, based on its actual conditions such as local industrial characteristics, market features, resource endowments, geographical location, and functional positioning, address bottleneck issues such as unreasonable restrictions on automobile circulation and consumption, focus on key directions, further refine objectives and tasks based on the submitted pilot plans, improve reform and innovation measures, strengthen the guarantee of factors such as land and funds, coordinate the use of relevant supporting policies, simplify and optimize procedures such as approval and filing, strive to improve relevant management and service systems, cultivate new scenarios, new business forms, and new models for automobile consumption, and drive the integrated development of commerce, tourism, culture, sports, and health. Cross-departmental coordination and cooperation shall be strengthened, responsibilities and division of labor shall be clarified, timely consultations and research on key and difficult issues shall be conducted, work effectiveness shall be regularly analyzed and evaluated, and joint efforts shall be made to ensure the implementation of the pilot work. If pilot cities make further revisions and improvements to their pilot plans, they shall promptly submit them to the Ministry of Commerce and other relevant departments.
2. Relevant provincial departments shall strengthen organizational leadership, guide relevant cities to further improve their pilot plans, and supervise the implementation of the work. They shall conduct regular follow-up, effectiveness assessment, and service guarantees, proactively coordinate and resolve difficulties and problems encountered in the advancement of the pilot work, provide appropriate preferential treatment to pilot cities in relevant policy support, and create convenience and provide support for the smooth conduct of the pilot work. They shall strengthen summarization and publicity, and promptly report the progress, effectiveness, reform and innovation experiences, and typical cases of the pilot work to the Ministry of Commerce and other relevant departments.
3. All relevant regions and departments shall thoroughly implement the spirit of the Central Committee’s Eight-Point Regulation and its implementation rules, establish and practice a correct view of performance, earnestly implement the work requirements for reducing burdens at the grassroots level, adhere to seeking truth from facts and a problem-oriented approach, and ensure that the pilot work achieves practical results. They shall respect the pioneering spirit at the grassroots level, and promote the rapid formation of a batch of replicable and scalable reform and innovation experiences and practices in the field of automobile circulation and consumption. They shall coordinate development and safety, strictly implement the relevant requirements for safety production, do a good job in safety risk prevention and hazard investigation and rectification, and provide strong safety guarantees for the orderly and effective advancement of the pilot work.
