Mintra and MARINA partner to strengthen digital maritime training in the Philippines

Mintra has signed a Memorandum of Understanding (MoU) with the Maritime Industry Authority of the Philippines (MARINA) to support digital learning and workforce development across the country’s maritime sector.

The agreement was signed in Manila on 25 June, the Day of the Seafarer.

The partnership will explore digital learning and workforce management solutions for Filipino seafarers and maritime professionals. The Philippines supplies around 25% of the world’s merchant seafarers, making workforce development a strategic priority as the industry adopts new technologies and alternative fuels.

The collaboration will focus on practical training that aligns with evolving industry needs. Planned initiatives include digital learning programmes, train-the-trainer courses, access to maritime learning resources, and digital certification and competence tracking through Mintra’s Trainingportal platform.

The initiative also supports MARINA’s Maritime Industry Development Plan (MIDP). The partners will explore the use of artificial intelligence and data analytics to improve maritime education, workforce development and compliance management.

The agreement also includes plans to support a more inclusive maritime workforce by creating greater opportunities for women in the industry.

“The maritime industry is undergoing significant change, and ensuring people have the right skills, knowledge and support will be critical to its future success,” said Kevin Short, CEO of Mintra.

MARINA said the partnership supports its commitment to strengthening maritime human capital and ensuring Filipino seafarers remain globally competitive.

A newly established Joint Coordinating Committee will oversee the implementation of the agreement and develop future action plans.
