Another South Korean shipbuilder enters the U.S. Navy ship MRO market.

South Korean mid-sized shipbuilder DH Shipbuilding (formerly Daehan Shipbuilding) announced that it will enter the U.S. Navy vessel MRO (Maintenance, Repair, and Overhaul) market.

Recently, DH Shipbuilding was finally selected as an implementing enterprise for the “Small and Medium Shipyard Vessel MRO Global Competitiveness Enhancement Support Project” jointly promoted by the Defense Acquisition Program Administration and South Gyeongsang Province, Busan, Ulsan, and South Jeolla Province, and will thereby enter the relevant market.

This support project is a national strategic project that the South Korean government and local governments plan to implement over five years from 2026 to 2030 with a total investment of 99 billion KRW (approximately 450 million RMB), aimed at enhancing the competitiveness of small and medium-sized South Korean shipyards in the vessel MRO business.

Through this project, DH Shipbuilding plans to obtain the U.S. Navy Master Ship Repair Agreement (MSRA) certification and CMMC (U.S. Vessel Cybersecurity Certification), expanding its business scope from mainly commercial vessel orders to the vessel MRO business field.

MSRA is an official certification granted by the U.S. Navy to private shipyards, allowing them to participate in U.S. military vessel MRO projects. Shipyards that obtain this agreement can undertake repair tasks for various types of vessels including support ships, combat vessels, and frigates, serving as an important pass to the global MRO market with an annual scale of approximately 20 trillion KRW (about 90 billion RMB).

Currently, among South Korean companies, HD Hyundai Heavy Industries, Hanwha Ocean, HJ Heavy Industries, and SK Oceanplant have completed MSRA signing. Among them, HD Hyundai Heavy Industries and Hanwha Ocean completed certification in July 2024, HJ Heavy Industries formally signed the agreement in January 2026, and SK Oceanplant completed signing in mid-February 2026.

South Korean industry insiders state that DH Shipbuilding’s entry into the vessel MRO market has strategic significance for the construction of South Korea’s naval defense capabilities, and it is expected to become an important opportunity to expand vessel maintenance capabilities currently concentrated in the Busan, Ulsan, and South Gyeongsang Province areas to the southwestern region of South Korea. In particular, South Jeolla Province has a large concentration of marine equipment companies, and DH Shipbuilding’s entry into the vessel MRO field is expected to fill gaps in the naval readiness support system while building a regional symbiotic defense industry ecosystem.

Currently, the global vessel MRO market scale continues to expand. With the increasing maintenance demands of the U.S. Navy in the Asian region, a considerable portion of orders is expected to flow to South Korea. At the same time, the increasingly prominent issue of U.S. Navy vessel maintenance delays further drives the demand for expanding ally MRO participation.

A senior official from DH Shipbuilding stated: “Being selected as an implementing enterprise for the ‘Small and Medium Shipyard Vessel MRO Global Competitiveness Enhancement Support Project’ means the company has established a bridgehead to enter the U.S. Navy vessel MRO market. DH Shipbuilding already possesses world-class competitiveness in the construction of its main vessel type, the Suezmax crude oil tanker. By entering the U.S. Navy vessel MRO market, the company will break through its existing image of merely being the strongest player in the medium-sized tanker market. Through thorough preparation, the company will achieve substantial results in the U.S. Navy MRO market.”
