The Bureau of Customs (BOC) launched on June 27 the National Customs Intelligence System (NCIS), the agency’s data warehouse of intelligence information.
NCIS is a web portal that acts as a secure data warehouse of intelligence information from various units of BOC, such as the Accounts Management Office, Imports & Assessment Service, Management Information Systems and Technology Group, Customs Operations Center, Customs Intelligence and Investigation Service, Enforcement and Security Service, and Legal Service.
The system enables BOC to generate reports from its various units to pave the way for informed decision-making analysis and more responsive policies, the bureau said in a statement.
NCIS is also designed to break the “silo” mentality and foster a robust exchange of information within the agency, the bureau said in a statement.
Aligned with BOC’s vision of becoming a modernized Customs administration at par with global standards, the agency said the inter-office initiative will further improve its coordination and execution of trade facilitation, revenue collection, and border protection activities.
Aside from NCIS, the bureau has been developing and implementing various information and communications technology projects and systems as it aims further to fully automate its operations and frontline transactions.
In December 2020, BOC also inaugurated the COC, its central facility for the command and control of the intelligence and enforcement operations of its 17 collection districts nationwide.
The COC will house the different intelligence, enforcement, risk management, and scanning systems of BOC.
In addition, to be managed in the facility are several BOC systems such as the intelligence database, Electronic Tracking of Containerized Cargo (E-TRACC) System, and Vessel Monitoring System.
The COC will also have capabilities to utilize the Universal Risk Management System (URMS) and provide remote access to the scanning or x-ray systems of BOC through the X-ray Inspection Project.
