Brazil: APS launches tender to contract maintenance of the Port of Santos railway lines

The Port Authority of Santos (APS) recently published the call for tender (No. 67/2025) to contract maintenance services for the perimeter roads and other areas under its responsibility in the Port of Santos.

Proposals will be received until October 23 and both the tender documents and their annexes are available on the entity’s website.

The contract, with a planned duration of 30 months, includes the recovery of asphalt pavement and cobblestones, repairs to the rainwater drainage system, and the supply of equipment, materials, and labor for the execution of the works, among other specialized services.

The new tender document incorporates additional items compared to the previous road maintenance tender. These include the use of bagged cold asphalt for immediate repairs, and polymer-modified asphalt, which offers several advantages over conventional asphalt; in addition to a greater volume of services and other key elements to provide agile solutions and emergency response.

According to the APS Infrastructure Director, Orlando Razões, this new tender “seeks to ensure roads are in good condition, providing fluidity and safety for cargo transport and well-being for the population that uses the perimeter roads on the banks of Santos and Guarujá, in addition to preserving public assets and contributing positively to the Port-City relationship.”

The contract value will be defined based on the unit prices presented in the proposal, and payments will be made according to the monthly measurement of services executed and approved by the APS inspection. The winning company must demonstrate experience in executing services of a similar nature and complexity.
