Recently, it was learned from the “New Heights of Reform, New Window of Opening Up” press conference held by the Hainan International Ship Registration Bureau that the number of ships registered under “China Yangpu Port” has currently reached 70, with a total carrying capacity of 6.6939 million tons and a total tonnage of 3.8118 million. The number of registered ships and the scale of carrying capacity consistently rank first among domestic free trade zones (ports).
Leveraging the institutional advantages of the Hainan Free Trade Port, the Hainan International Ship Registration Bureau has established a policy support system centered on the “Hainan Free Trade Port International Ship Regulations,” covering multiple areas such as the registration system, maritime management, and preferential tax regimes. By implementing measures such as the “One Port for the Whole Island” registration model, removing restrictions on foreign ownership ratios in ships, and innovating a two-tier review procedure, an international ship registration system with Hainan Free Trade Port characteristics has been formed.
The port of registry “China Yangpu Port” has launched ten service initiatives, established International Ship Registration Specialists, provides 7×24-hour government services, achieves “contactless” processing for the entire procedure, and has issued the “Government Service Standards,” compressing the processing time for 15 core business items to “/minute-level,” systematically improving service quality and efficiency. Relevant officials from the Hainan International Ship Registration Bureau introduced that the safety and integrity level of ships registered under “China Yangpu Port” has significantly improved, with the proportion of national safety and integrity ships reaching 37.7%, placing it at a leading level among major domestic ports of registry, and efforts are being made to create an internationally first-class shipping business environment.
