On October 13, the kick-off meeting for the Qatar BH EPIC general contract project undertaken by Offshore Oil Engineering Co., Ltd. (COOEC) was held in Tianjin and Singapore. This marks the full launch of the international offshore oil and gas engineering general contract project with the largest contract value ever undertaken by a Chinese company. It promotes China-Qatar energy cooperation to a new level and holds significant importance for advancing high-quality international oil and gas cooperation under the Belt and Road Initiative.
The Qatar Bul Hanine (BH) project, invested in and developed by QatarEnergy, comprises four sections: new construction, subsea, modification, and decommissioning. COOEC secured two sections of the project in August this year, with a contract value of approximately USD 4 billion (approximately RMB 28.459 billion). The project is located in the Bul Hanine oil field in Qatari waters of the Persian Gulf, about 100 kilometers east of the Qatari coastline, with a maximum water depth of around 40 meters.
The project scope includes the design, procurement, construction, transportation, installation, and commissioning of over 60 offshore oil and gas facility units and 40 subsea pipelines and cables, as well as the modification of in-service platform facilities and the dismantling of decommissioned platforms. The steel processing volume exceeds 130,000 tons. The project sets records for both the variety of business categories and the complexity of the work involved.
The project team conducted in-depth research into the contract terms and technical requirements, systematically identified the project’s key challenges and difficulties, and formulated detailed and thorough implementation plans and quality management schemes through proactive management and risk assessment.
Leveraging the advantages of the domestic full industry chain resources, and focusing on refined and standardized control along with robust organizational management, the team is fully committed to promoting the project’s execution to high standards and with high quality.
It is understood that the Qatar BH EPIC general contract project is another Qatari offshore oil and gas field construction project undertaken by COOEC, following projects such as NFA, NFPS COMP2, ISND5-2, and RUYA. The BH project aims to increase production at the Bul Hanine field, one of Qatar’s largest oil fields. The Bul Hanine field plays a crucial role in Qatar’s oil production portfolio. This expansion project is part of Qatar’s long-term energy strategy, intended to maintain and enhance its oil production while heavily investing in the growth of LNG production.
In recent years, COOEC has deepened its presence in the Middle East market, fully utilizing its Middle East projects as a “bridgehead” for overseas projects. It coordinates market development and project management within the Middle East region and has established strong cooperative relationships with Middle Eastern oil companies such as Saudi Aramco and QatarEnergy. Its integrated international engineering EPCI capability has gained high recognition in the Middle East market.
