At 6:00 on September 16, the National Meteorological Center issued a blue wind warning and a yellow rainstorm warning.

Blue Wind Warning

It is expected that from 8:00 on September 16 to 8:00 on September 17, some areas in eastern Xinjiang and the southern Xinjiang basin, Hexi Corridor of Gansu, northern Qinghai, western and central-eastern Inner Mongolia, western Northeast China, Shandong Peninsula, and other places will experience force 5 winds with force 7 gusts. Among these, some areas in northeastern Inner Mongolia may experience force 7 winds with force 9 gusts; the Bohai Sea, Bohai Strait, and the northern and central-western parts of the Yellow Sea will have force 7-8 winds with force 9 gusts, with some areas in the central-western Yellow Sea experiencing force 9-10 winds with force 11 gusts.

From 8:00 on September 17 to 8:00 on September 18, some areas in eastern Xinjiang, Hexi Corridor of Gansu, northern Qinghai, northern Tibet, and other places will experience force 5 winds with force 6 gusts. Among these, some areas such as the Hexi Corridor of Gansu may experience local force 7 winds with force 8 gusts; most of the Yellow Sea will have force 7-8 winds with force 9 gusts, with some areas in the central Yellow Sea experiencing force 9 winds with force 10 gusts.

Precautionary Guidelines:

1. The National Meteorological Center and China Maritime Search and Rescue Center remind vessels navigating and operating in areas affected by strong winds to pay attention to navigation safety;

2. Forest, grassland, and urban fire prevention departments should make fire prevention preparations. Transportation management departments such as airports, railways, and highways should take measures to ensure traffic safety;

3. Suspend high-altitude and water outdoor operations and recreational activities. Secure or properly place enclosures, scaffolding, billboards, simple facilities, and other structures that are easily moved by strong winds;

4. Pedestrians and vehicles should not stay under tall buildings, billboards, other temporary structures, or trees.

Yellow Rainstorm Warning

It is expected that from 8:00 on September 16 to 8:00 on September 17, some areas in central-western Sichuan Basin, southern Gansu, central-eastern Henan, central-southern Shandong, and northern Jiangsu and Anhui will experience heavy rain to rainstorms. Among these, some areas in central-southern Shandong and northern Sichuan Basin will experience heavy rainstorms (100-180 mm). The aforementioned areas will be accompanied by short-term heavy precipitation (maximum hourly rainfall of 20-50 mm, locally exceeding 70 mm), with local severe convective weather such as thunderstorm gales.

Precautionary Guidelines:

1. Government and relevant departments should perform their duties in preparing for rainstorms according to their responsibilities;

2. Traffic management departments should implement traffic control measures on heavily rain-affected road sections based on road conditions and provide traffic guidance on waterlogged sections;

3. Cut off dangerous outdoor power sources in low-lying areas, suspend outdoor operations in open areas, and move people from dangerous areas and residents from dangerous houses to safe places to avoid rain;

4. Check the drainage systems of cities, farmland, and fish ponds, and take necessary drainage measures.
