Hainan’s “Second-Tier Ports” to Implement Smart Supervision Enabling “Second-Level” Verification

People’s Daily Online, Haikou, October 31 (Reporter Li Xueshan) On October 31, it was learned from a relevant press conference held by the Hainan Provincial Information Office that after the island-wide customs operation is implemented, customs will enforce a supervision model centered on “Intelligence + Credit”. Among these, the automatic verification system for release information can achieve “second-level” verification, further enhancing customs clearance efficiency and enabling “low intervention, high efficiency” passage at the “second-tier ports”.

Guo Jianmeng, Director of the Port Supervision Department of Haikou Customs, explained that according to the principle of “what is relaxed at the ‘first tier’ and what is controlled at the ‘second tier’”, the main targets of customs supervision at the “second-tier ports” are “zero-tariff” goods, goods under relaxed trade management, and goods enjoying the value-added processing tariff exemption policy. These three categories of goods require declaration to customs when leaving the island and must pass through the customs supervision channels at the “second-tier ports”, where customs implements supervision. Other goods pass through non-customs supervision channels.

Guo Jianmeng said the “Intelligence + Credit” centered supervision model mainly reflects the following characteristics: First, intelligent facilities and equipment. Currently, a total of 27 customs supervision channels have been set up at the 10 “second-tier ports” across the province, which can be dynamically adjusted according to business development needs. These are all equipped with intelligent inspection equipment such as H986. The Customs Smart Supervision Platform has been completed and officially launched, and is already interconnected with Hainan’s “Single Window” and the information systems of ports and airports at the “second-tier ports”.

Second, precise control operations. Before goods arrive at the “second-tier ports”, customs relies on the big data pool of “one enterprise, one account” and “one item, one chain”, comprehensively uses smart risk control models to automatically conduct risk analysis, and issues precise control instructions based on the risk level. Customs departments implement measures based on enterprise credit ratings, successively reducing inspection frequency for Advanced Certification Enterprises and White List enterprises, while increasing inspection frequency for Focus List enterprises according to regulations.

Third, intelligent data collection. When goods arrive at the “second-tier ports”, we rely on systems such as smart gates, logistics supervision platforms, and big data analysis platforms. When customs-supervised goods arrive at the “second-tier ports”, standardized arrival information is automatically collected and generated in real-time, improving the accuracy and timeliness of logistics data. At airport “second-tier ports”, electronic barcodes are innovatively applied, allowing quick retrieval of cargo information through scanning. When controlled outbound goods arrive at the gate of a “second-tier port”, the customs control instruction is triggered.

Fourth, refined supervision operations. For the small number of goods requiring inspection, customs prioritizes the use of intelligent equipment like H986 for non-intrusive inspection. We have built an information platform for inspection appointments and feedback, allowing enterprises to make online appointments and receive inspection plans and results in real-time. The entire process is transparent and traceable, reducing waiting times for enterprises. Simultaneously, an automatic verification system for release information has been established, achieving “second-level” verification and further enhancing customs clearance efficiency.

Guo Jianmeng also interpreted the “batch departure from the island, centralized declaration” measure to be implemented at the “second tier” after the free trade port’s island-wide customs operation. According to the introduction, “batch departure from the island, centralized declaration” is a customs clearance facilitation model innovatively introduced by customs authorities for supervised goods entering the mainland through the Hainan Free Trade Port’s “second-tier ports”. Under this model, enterprises can first handle the departure procedures for goods in batches. After the goods actually leave the island via any “second-tier port”, they only need to consolidate the data of the outbound goods and complete the centralized declaration and tax payment procedures before the 25th of the following month. This not only addresses the pain point of requiring multiple declarations for small-batch, high-frequency goods leaving the island but also significantly reduces the manpower input for enterprises and markedly improves logistics turnover efficiency.
