Inner Mongolia Project Selected for Second Batch of Transportation and Logistics Cost Reduction, Quality and Efficiency Improvement Special Pilot Projects under the Transportation Power Initiative

People’s Daily Online Hohhot, November 14 (Reporter Zhao Mengyue) Recently, the Ministry of Transport released the second batch of 31 special pilot project lists for building China into a country with strong transportation network that focus on reducing costs, improving quality, and increasing efficiency in transportation and logistics. The pilot project “Promoting the Innovative Development of New Energy Logistics under Multimodal Transport Models,” led by the Department of Transport of the Inner Mongolia Autonomous Region, was successfully selected.

It is understood that this pilot project is specifically implemented by Inner Mongolia COSCO SHIPPING Baogang Logistics Co., Ltd. Leveraging the global network advantage of COSCO SHIPPING Group and the industrial advantage of Baogang Group, it embeds itself into various segments of Inner Mongolia’s new energy industry chain, from upstream equipment manufacturing to downstream energy consumption, building a logistics closed-loop covering the entire new energy scenario.

The project has successively laid out multiple logistics hubs in places such as Baotou, Ordos, and Yinchuan, forming a “door-to-door” logistics network connecting 14 provinces and 129 cities within the country. It extends transportation services from ports like Erenhot, Ganqimaodu, and Mandula to the inland, establishing the COSCO SHIPPING Baogang Logistics Zhongbei Land Port Warehouse, achieving “single declaration, joint inspection, rapid release” for goods like coal, minerals, and agricultural and livestock products, reducing the overall logistics cost by approximately 7%. It has opened up international routes for road-rail-sea combined transport, shipping from northern regions via road containers or rail containers through Tianjin Port and Tangshan Port to multiple countries in South America, South Africa, and Europe. As of October, it has completed sea freight for 7600 40-foot high cube containers and /roll-off ship transport for 30,000 cubic meters.

Relying on COSCO SHIPPING’s global layout, the implementing company continues to advance the construction of a smart supply chain digital platform. Through cooperation with transport enterprises such as railways, highways, and ports, it achieves information sharing and standard alignment, enhancing the efficiency of corridor logistics organization. It actively participates in the formulation of national and local logistics standards, promoting the implementation of multimodal transport standards and rules in the Inner Mongolia region; it promotes the optimization and upgrading of transport models like “shift from road to rail” and “shift from bulk to container,” customizing “one container for the entire journey” services for clients, saving numerous procedures such as terminal storage, lifting, and shifting, avoiding document circulation and cargo transloading, reducing approximately 3 operational steps and over 10 documents, shortening the total transport time by 3 to 5 days, achieving “door-to-door” transport.

Actively deploying in the new energy transport industry, the implementing company, through in-depth cooperation with new energy clients, precisely grasps customer needs and tailors exclusive transport solutions for them, enhancing customer satisfaction. It won the bid for the Mingyang Italy wind power equipment full-process export project, fully utilizing COSCO SHIPPING’s resource advantages in ports and its own advantages as a shipowner, actively integrating internal resources. Through the innovation of “supervision outside the supervision area,” it simplified inspection processes and optimized customs clearance coordination, achieving a customs clearance time for wind power equipment of ≤8 hours, which is more than 50% shorter than traditional models. It optimizes transport methods, promotes the use of low-carbon and environmentally friendly fuels, and reduces carbon emissions during the transport process.
