On September 25, 2025, Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT), Ports and Harbours Bureau, granted the first certifications under the “CNP Certification (Container Terminal)” program, which evaluates decarbonization efforts at container terminals.
According to the ministry, five container terminals that applied during the period from June 30 to July 4, 2025, were certified.
The Hakata Port Island City Container Terminal received Level 5+, Kawasaki Port Container Terminal Level 4+, Nagoya Port Nabeta Wharf Container Terminal Level 3++, Osaka Port Nanko Container Terminal /4 Level 2+, and Takamatsu Port Container Terminal Level 1.
The ministry said the certification allows shippers and shipping companies to select terminals from a carbon-neutral perspective and is expected to be used in port sales activities, while also fostering competition among terminals toward carbon neutral port (CNP) development.
The certification system was launched in June 2025. It evaluates decarbonization initiatives at container terminals on a multi-level scale from Level 1 to Level 5.

Nagoya Port is Japan’s largest international trade port by cargo volume, located in Aichi Prefecture, administered by the Nagoya Port Authority, a local government agency.
Osaka Port is a key international hub port in the Kansai region, managed by the Port and Harbor Bureau of Osaka City.
Takamatsu Port is a regional port located in Kagawa Prefecture, managed by the Kagawa Prefectural Government.
