Jiangsu issues inland waterway traffic safety sign enhancement plan and construction guide

Recently, the Jiangsu Provincial Comprehensive Administrative Law Enforcement Supervision Bureau for Transportation issued the “Jiangsu Provincial Inland Waterway Traffic Safety Sign Enhancement Plan” (hereinafter referred to as the “Enhancement Plan”) and the “Jiangsu Provincial Inland Waterway Traffic Safety Sign Construction Guide” (hereinafter referred to as the “Construction Guide”). These documents aim to coordinate the layout and construction of inland waterway traffic safety signs across the province, establishing sign deployment scenarios and standards that align with the actual conditions of Jiangsu’s inland waterways. This initiative uses high-efficiency governance and high-level safety to guarantee high-quality development, continuously providing solid support for the construction of “Shipping Jiangsu”.

The “Enhancement Plan”, integrating local needs and coordinating the overall layout of inland waterway traffic safety signs in the province, focuses on the goals of “strengthening coverage, achieving high compliance, and reducing risks”. It selects 52 types of major signs applicable to Jiangsu from the national standard “Inland Waterway Traffic Safety Signs” (GB 13851-2022). The “Enhancement Plan” concentrates on key water areas such as intersections of high-grade waterways, sharp bend sections, and bridge area waters, forming a systematic layout plan. It also formulates an enhancement plan according to the principle of prioritizing tasks based on urgency and importance, promoting the sign upgrade plan by category, batch, and phase to ensure the sign system is scientific and efficient.

The “Construction Guide” determines 12 types of sign deployment scenarios based on principles such as high-accident areas, safety hazard areas, and areas with high vessel traffic density. Relying on scenario examples, it proposes specific deployment requirements, including the types of signs, the entities responsible for installation, as well as construction requirements such as installation distance, angle, size, height from the ground, and sign structure. On this basis, the “Construction Guide” further proposes optimization measures such as adding new signs, merging signs, and using auxiliary signs to reduce the difficulty of sign recognition, significantly enhancing the sense of safety and satisfaction of boatmen during navigation, and improving the level of public service.

The released “Enhancement Plan” and “Construction Guide” represent the first practice within the national traffic law enforcement system, systematically planning the top-level design of inland waterway traffic safety signs from a provincial level. This marks a new stage in Jiangsu’s water traffic safety governance. The implementation of these documents will effectively standardize the layout and construction of signs across the province, maintain water traffic safety order, scientifically prevent accident risks, tangibly enhance the sense of safety and satisfaction of boatmen, and lay a more solid foundation for the safe, efficient, and sustainable development of inland water transport.
