SEEMP Part-III is a mandatory document that will require vessels above 5000GT to submit a 3-year plan descrbing how they will align with CII goals
Korean Register (KR) is set to provide development and verification services for IMO’s ’Ship Energy Efficiency Management Plan (SEEMP) Part-III’ through its in-house greenhouse gas (GHG) management service KR-GEARs
Korean Register launched its KR-GEARs service three years ago. The online data management system was developed in-house and is designed to help shipping companies comply with forthcoming GHG regulations.
KR is looking to further upgrade KR-GEARs this year to offer more integrated services. Major upgrades planned include a predictive simulation function for improving ship energy efficiency in various scenarios; reflecting the simulation result into the SEEMP-Part III; verification services for UK Monitoring, Reporting and Verification (UK-MRV); and a database for carbon credit pricing information and cost management solutions for EU’s Emissions Trading System (EU ETS).
Linked with the Carbon Intensity Indicator (CII), SEEMP Part III regulations form part of IMO’s strategy to cut carbon emissions from shipping. IMO’s CII will rate ships above 5,000 gt on a scale from A to E on how efficiently they transport goods or passengers with regard to CO2 emitted. Vessels that are rated as inefficient will require their SEEMP Part III report, a mandatory, ship-specific document to include a three-year corrective action implementation plan describing how each vessel will achieve its required Carbon Intensity Indicator (CII) improvements.
Vessels’ corrective action plans must be verified before a statement of compliance can be issued from a flag administration or a recognised organisation, and KR-GEARs can develop and verify the necessary SEEMP Part-III documents. Among the elements covered by KR-GEARS are a vessel’s CII information covering the previous three years, CII calculation methods, implementation plans for achieving the required CII rating for the next three years and self-evaluation and improvement measures taken.
KR-GEARs also offers a function that calculates the verified IMO Fuel Oil Data Collection System (DCS) data for inclusion in CII calculations and automatically updates the SEEMP Part-III document with that information.
The classification society is distributing a sample format and technical information for SEEMP Part-III through its KR-GEARs website.
The SEEMP Part-III service is available to all KR customers on the KR-GEARs programme.
Other companies have also launched CII-related services to help owners. DNV plans to launch its own SEEMP III generator this year and last month Maersk Tankers launched an emissions-tracking tool for shipowners.
