Africa’s blue economy, a key driver of the continent’s development, is facing growing challenges in security, safety, and cybersecurity. Ports, maritime corridors, offshore infrastructures, fisheries, and renewable energy sectors are all strategic areas threatened by piracy, maritime terrorism, illegal fishing, and, increasingly, cyberattacks. In a rapidly changing world where the sea is a vital space for trade, resources, and innovation, ensuring the protection of our maritime domains is imperative for our sovereignty and prosperity.

This 3rd edition of our Special Security and Safety Issue brings together contributions from African experts across the continent, as well as international specialists. They share their analyses, solutions, and experiences regarding contemporary threats and the responses needed. From implementing port security strategies to technological advancements in maritime cybersecurity, regional cooperation, and the crucial role of the private sector, we explore the paths toward a resilient and secure blue economy.

Given the multiplying challenges, a holistic and coordinated approach is essential. Resource pooling, information sharing, technological innovation, and the integration of regulatory frameworks are key levers for building a safe maritime environment conducive to sustainable growth.

Africa cannot afford to lag behind global advancements in security and cybersecurity. The time for concerted action, sector-wide training, and the strengthening of existing strategies is now. The Cybermar 2025 Panel, scheduled from May 14 to 16, 2025, in Abidjan, comes at the right time to help reinforce cybersecurity governance in the Gulf of Guinea.
