MEPC to vote on Net Zero Framework next week

At the 2nd Extraordinary Session of the Marine Environment Protection Committee (/ES.2) between October 13–17, 2025, member states of the International Maritime Organization (IMO) is expected to formally adopted the Net-Zero Framework as a new chapter under MARPOL Annex V. Industry support for the IMO’s Net-Zero Framework is showing signs of strain, with growing concern over the proposed carbon pricing mechanism and its potential economic impact, particularly with the US objections to a “global carbon tax” and its threat of retaliatory actions. Canada has signalled its intent to support the Net-Zero Framework. The framework aims to de-risk investment in new fuels and technologies, ensuring that the journey towards net zero by or close to 2050 remains realistic and inclusive.
