1.2 VTS Area
– Coordinates: 29°42’00″N to 30°10’00″N / 121°30’00″E to 122°10’00″E
– Covers all navigable waters of Ningbo-Zhoushan Port including:
• Main channels (Chuanshan, Beilun, Meishan)
• 12 designated anchorages
• Bridge protection zones (Yongzhou, Jintang)

3. SHIP REPORTING PROCEDURES
3.1 Mandatory Reporting Vessels
– All vessels ≥300 GT
– VLCCs/ULCCs regardless of size
– Vessels carrying dangerous goods (IMO Class 1-9)

4. TRAFFIC MANAGEMENT RULES
4.1 Speed Limits
– Inner harbor: ≤8 knots
– Approach channels: ≤12 knots
– VLCCs in turning basins: ≤6 knots
4.2 Special Measures
– Fog Navigation: Visibility <1000m → Speed ≤5 knots
– Tidal Restrictions: VLCCs max draft 18.5m at high water
– Typhoon Procedures: Signal #3 → All anchoring vessels must check position hourly
5. EMERGENCY PROCEDURES
5.1 Distress Protocol
1. Vessel transmits MAYDAY on VHF Ch 16
2. VTS confirms receipt within 30 seconds
3. SAR coordination with MRCC Zhejiang (MERSAR Plan 2024)
5.2 Oil Spill Response
– Tier 1: Immediate deployment (500t capacity)
– Tier 2: Regional resources (2,000t within 2hrs)
