1. Port and Terminal Information
1.1 Anan Port operates 24/7 with designated terminals for bulk cargo, containers, and hazardous materials. Terminal assignments are strictly enforced by port control.
1.2 West Wharf (Max LOA 200m, draft 12.5m) handles general cargo; East Terminal (LOA 250m, draft 15m) serves deep-draft vessels and tankers. South Terminal (LOA 180m, draft 10m) is dedicated to coastal feeders and RO-RO vessels.
1.3 All terminals require pre-arrival submission of cargo manifests 48 hours prior to ETA via Japan Customs’ electronic system (NACCS). Late submissions incur JPY 100,000 penalty per document.
1.4 Mooring equipment at all berths meets OCIMF MEG4 standards. Minimum bollard capacity: 150 tonnes at West Wharf, 200 tonnes at East Terminal.
1.5 Port dues calculation follows Japan Port and Harbor Association (JPHA) 2023 tariff: JPY 0.45/GT for first 10,000GT, JPY 0.30/GT thereafter.
1.6 New North Terminal (under construction) will accommodate vessels up to 300m LOA with 18m draft (scheduled completion Q3 2024).
1.7 Terminal lighting meets IALA G1146 standards with minimum 200 lux at working areas.
2. Navigation and Channel Restrictions
2.1 Main channel depth is maintained at 16m (CD), with tidal variations of ±2.3m during spring tides. Under-keel clearance must exceed 10% of draft at all times.
2.2 Mandatory VHF Channel 16 monitoring from 12nm out. Pilot boarding area at 34°53’N 134°56’E (MMSI 003160005). Pilot ladder must comply with SOLAS Reg.II-1/3-9 and IMO Resolution A.1045(27).
2.3 Night navigation prohibited for vessels >20,000 DWT without special permission from Anan Port Authority (APA). Daytime transit requires tug escort for vessels exceeding 30,000 DWT.
2.4 Channel width restrictions: 250m in inner harbor, requiring vessels >150m LOA to coordinate movements with port control via VHF 14.
2.5 New AIS-SART requirement for all vessels transiting the western approach channel (effective January 2024).
2.6 Current tables published by Japan Coast Guard (Chart No. W127) must be consulted for tidal stream predictions.
3. Anchorage Regulations
3.1 Designated anchorage Area A (34°55’N 134°54’E) for vessels awaiting berth, max stay 72hrs. Anchoring outside marked zones incurs JPY 500,000 fine.
3.2 Double anchor watch required when winds exceed Beaufort 6. Anchor dragging alarms must be operational with 15-minute position logging.
3.3 Emergency anchorage Area B (34°56’N 134°53’E) reserved for vessels in distress, marked by yellow buoys with radar reflectors.
3.4 Anchorage holding ground: Clay/mud with 3:1 holding power ratio. Vessels >50,000 DWT must deploy both anchors in parallel.
3.5 New dynamic positioning requirements for LNG carriers at anchor (IMO MSC.1/Circ.1580 applies).
4. Cargo Operations
4.1 Hazardous cargo handling complies with IMO IMDG Code Amendment 41-22. Class 1 explosives require 72hr pre-notice and 500m exclusion zone during operations.
4.2 Grain loading rate: 800MT/hr with mandatory trimming to 5° angle of repose. Dust suppression systems mandatory during operations (PM10 levels <50μg/m³).
4.3 Container lashing must follow OCIMF MSC.1/Circ.1351 standards. Wind speed limits: 15m/s for gantry cranes, 20m/s for STS operations. Reefer monitoring interval ≤2hrs.
4.4 Liquid bulk transfer requires double-hose configuration for products with flashpoint <60°C. Static bonding resistance <10 ohms verified before operations.
4.5 New regulation: Mandatory use of RFID tags for all dangerous goods containers (IMO DSC.1/Circ.82).
4.6 Breakbulk operations require pre-stowage plans approved by APA cargo surveyors 24hr before loading.
5. Safety and Emergency
5.1 Port ISPS Level 1 enforced. Armed guards require APA approval 96hrs in advance with Japanese Ministry of Transport Form MT-304.
5.2 Oil spill response equipment stationed at East Terminal (500m containment boom, 20MT skimmer capacity). Immediate reporting required for any spill >100L via MARPOL Annex I reporting format.
5.3 Medical evacuation protocols: Contact Port Control on VHF 14 for coordination with Tokushima Prefectural Hospital (HEMS base). Quarantine clearance through PHO Form Q-21 required before disembarkation.
5.4 Firefighting capability: Port maintains 4 fireboats with 5,000m³/hr pumping capacity. Emergency muster point at each terminal marked by blue flashing lights.
5.5 New mandatory emergency drills: Must conduct abandon ship and fire drills within 12hrs of arrival (SOLAS Reg.III/19.3.1).
5.6 Gangway safety: Minimum width 1.2m with safety nets deployed when tide difference exceeds 2m.
6. Environmental Compliance
6.1 Open-loop scrubbers prohibited within 12nm of port. Wash water sampling may be conducted by Japan Coast Guard under 2023 Environmental Protection Ordinance No.12.
6.2 Mandatory use of 0.1% sulfur fuel while at berth (MARPOL Annex VI Reg.14.4). Bunker samples retained for 12 months with ISO 8217:2017 testing protocol.
6.3 Ballast water exchange must occur >200nm from coast or use approved treatment systems (USCG Type Approval or IMO BWMS Code).
6.4 New plastic waste regulations: Zero discharge policy enforced with JPY 1 million fine for violations (Japan Plastic Waste Management Act 2023).
6.5 Underwater noise monitoring required during sensitive periods (March-June for marine mammals).
7. Crew and Vessel Management
7.1 Shore leave restricted to designated crew change areas (West Terminal Gate 3) with biometric ID checks. Curfew 2200-0600hrs for non-essential personnel.
7.2 Freshwater supply rate: 50MT/hr at JPY 2,300/ton. Advance request required through APA Form W-7 with 24hr notice.
7.3 Garbage disposal must use licensed contractors (APA-approved list available at portcontrol@ananport.jp). Medical waste requires separate red containers.
7.4 Crew changes permitted only at designated zones with negative PCR test (72hr validity) and immigration Form C-5 submission 48hr prior.
7.5 New cybersecurity requirements: Mandatory network segregation for ship-shore communications (IMO MSC-FAL.1/Circ.3).
7.6 Provisions delivery: All food shipments require Japan Agricultural Standard (JAS) certification.
8. Special Notices
8.1 Typhoon contingency: All vessels >10,000GT must vacate port when JMA issues Warning Level 4. Contingency anchorage coordinates issued via NAVTEX.
8.2 Annual port closure: December 29-January 3 for mandatory navigation aid maintenance. No vessel movements permitted during this period.

8.4 New regulation (2024): Mandatory AIS transponder activation within 24nm of port limits (Class A units only).

9. Additional Operational Requirements
