1. Port Entry & Documentation
   • Mandatory Pre-arrival Submissions:
     • 72h/48h/24h ETA updates via Haikou e-Navigation System (HENS)
     • Vessels >10,000 GT must provide:
       • Stability calculations (including heavy lift/deck cargo plans)
       • Cargo securing manual (latest class-approved version)
       • Cyber security declaration (IMO MSC-FAL.1/Circ.3 Rev.2)
     • New 2024 Requirement: Biofouling management statement (MEPC.378(80))
   • Certificate Verification:
     • Original class certificates + interim documents (if applicable)
     • P&I insurance coverage ≥$1b for vessels >10,000 GT
     • STCW certificates including 2010 Manila amendments
2. Navigation & Safety
   • Channel Parameters:
     • Main channel: 14.5m CD + 1.0m UKC required (surveyed June 2024)
     • Channel 2: Reduced width to 200m until Dec 2024 (dredging works)
     • VTS sectors updated (refer to Admiralty Chart BA 3441/2024)
   • Equipment Requirements:
     • AIS continuous transmission within 12nm radius (MSA Reg.2023-12)
     • ECDIS must use latest Haikou ENCs (CELL 34411 Ed.2024)
     • New: VDR data extraction capability required for incident investigation
3. Pilotage & Berthing
   • Compulsory Areas:
     • Vessels ≥500 GT or LOA ≥50m (including tugs with tow)
     • Special craft (floating cranes, dredgers) regardless of size
   • Transfer Arrangements:
     • Pilot ladders must comply with SOLAS Reg. V/23 (2023 amendments):

4. Cargo Operations
   • Dangerous Goods:
     • Class 1 explosives: Berth 5 only (500m exclusion zone enforced)
     • LNG operations: Xiuying Terminal (new 2024 safety checklist attached)
     • Radioactive materials: 72h pre-notice + MSA escort mandatory
   • Bulk Cargo Specifics:
     • Grain: Max moisture 12.5% (sampling per IMO MSC.1/Circ.1395)
     • Coal: Gas monitoring every 4h (SOLAS Reg. II-2/4.5.3)
     • New: Iron ore fines – TML certificate must accompany cargo declaration
