1. Port and Terminal Information
1.1 Weifang Port operates 24/7 with the following terminals:
Weifang Port Bulk Terminal: 3 berths (Berths 1-3), max draft 14.5m (2023 Port Authority Bulletin), LOA restriction 250m, designed for coal and ore with dust suppression systems.
Weifang Container Terminal: 2 berths (Berths 5-6), max draft 12m, gantry crane capacity 50t (ISO 3874 compliant), 100 reefer plugs available.
Weifang Multi-Purpose Terminal: Handles project cargo; max SWL 100t (CCS certified), dedicated heavy lift area.
Liquid Bulk Terminal: 2 berths (Berths 7-8), max draft 13m, handles chemicals and oils (IBC Code compliant).
1.2 Tide-dependent operations: Minimum tidal height 2.8m for safe navigation (CHART 11951, China MSA). Spring tide range 4.2m.
1.3 Temporary closure: Berth 4 under maintenance until 30 Nov 2024 (Port Notice 2024-09). Alternative arrangements at Berth 3.

2. Navigation and Channel
2.1 Main channel specifications:
– Dredged depth: 15m (2023 survey), width 200m, maintained by Weifang Port Authority.
– Navigation aids: 12 lighted buoys (IALA Region A), updated weekly via NAVTEX.
2.2 Restricted areas:
– 1.5nm radius around oil terminal (32°14’N, 119°42’E) – no anchoring (Maritime Safety Law Art.35).
– 0.3nm exclusion zone around LNG terminal (32°12’N, 119°40’E).
– Submarine cable corridor (marked on charts) – 0.5nm no-anchor zone.
2.3 Special navigation requirements:
– Night navigation requires pilot and prior approval (submit ETA +12h).
– Vessels >200m must confirm underkeel clearance >1.5m at all times.

3. Anchorage Regulations
3.1 Designated anchorages:
ANCHORAGE A (32°18’N, 119°45’E): Max 10 vessels, soft mud (18m depth), turnaround area 500m diameter.
ANCHORAGE B (32°16’N, 119°47’E): Hazardous cargo only (IMDG Class 1-9), monitoring by VTS.
ANCHORAGE C (32°20’N, 119°43’E): Emergency use only, max 24h stay.
3.2 Anchoring procedures:
– Holding power test required for vessels >20,000 DWT (IMO MSC.1/Circ.1620).
– Daily position reports mandatory when anchored >12h.
3.3 Prohibited areas:
– Within 1nm of fishing zones (32°20’N, 119°50’E).
– Within 0.3nm of aquaculture areas (marked on port charts).

4. Cargo Operations
4.1 Bulk cargo handling:
– Coal: Max loading rate 8,000t/hr, dust suppression required (MEP Order No.12).
– Grain: Fumigation Certificate (IPPC standard), moisture content <14%.
– Iron ore: Trim requirements per IMSBC Code.
4.2 Container operations:
– Stacking: Max 5 high for 20′, 4 high for 40′ (ISO 3874).
– Reefer monitoring: Temperature logs required every 4h.
4.3 Hazardous materials:
– IMDG cargo: Stowage plan submission 48h prior (Port Rule 2021-03).
– Class 1 explosives: Special berth assignment required.

5. Safety Requirements
5.1 Mandatory pre-arrival checks:
– Firefighting systems (SOLAS Ch.II-2/10), including foam system test.
– Mooring equipment certification (OCIMF standards, valid within 5 years).
– Life-saving appliances inspection report.
5.2 Operational restrictions:
– Hot work prohibition within 50m of bulk cargo operations.
