OCI Global and VICTROL signed a Memorandum of Understanding to jointly develop a safe, scalable and commercially viable supply chain for clean-ammonia bunkering in the Netherlands and Belgium.
Under the collaboration, OCI’s subsidiary OCI Ammonia Distribution B.V. will source and import blue and green ammonia from the US, Middle East, North Africa and Asia and bring it by sea to OCI Terminal Europoort (OTE) in the Port of Rotterdam, where it will be stored, distributed and made available as marine fuel.
OCI is building partnerships with shipowners and end-users that plan to adopt ammonia as a clean fuel.
VICTROL will design, build and operate a liquid-ammonia bunker barge to load refrigerated ammonia at OCI’s terminal and deliver directly to ships in the ports and to inland industrial off-takers; the company cites decades of barging and bunkering experience to ensure last-mile delivery for vessels that will consume ammonia as a low- or zero-carbon fuel.
The companies say OTE is the only independent large-scale ammonia import terminal in the Port of Rotterdam, positioned to connect overseas supply with European demand.
According to OCI, permits are in place to expand OTE’s storage capacity from 30,000 metric tons to 90,000 metric tons and throughput up to 2 million tons per year, aligned with market demand, positioning Rotterdam as a European hub for distribution and storage of clean ammonia.
OCI and VICTROL are working with the Port of Rotterdam and authorities to align on safety and regulatory frameworks. The partnership builds on the port’s first ship-to-ship ammonia bunkering pilot conducted in April 2025, which the release says raised Rotterdam’s readiness for ammonia fuel to level 7 under the International Port Readiness framework.
OCI Global is a public company listed on Euronext Amsterdam. It states it sources clean ammonia from key global markets and partners with shipowners and industrial users across Europe to encourage adoption of ammonia as a fuel. The company says OTE can serve third-party demand and that capacity is available ahead of expansions.
VICTROL is a bunkering service company operating in Belgium and the Netherlands. It reports a track record in supplying LNG to the maritime industry and is developing sustainable tank barges for energy-transition and greenhouse-gas-reduction initiatives, including an ammonia bunker barge for refrigerated deliveries and ship-to-ship operations.
