CRITICAL OPERATIONAL GUIDANCE

  1. Anchoring Procedures (MSA Approved):
    • Pre-arrival:
      • Submit ETA via Haikou e-Navigation system (72/48/24h)
      • Confirm assigned anchorage coordinates
    • Approach:
      • Verify position using port DGPS (RTCM 10403.1)
      • Maintain VHF Ch 12/16 continuous watch
    • Anchoring:
      • Maximum approach speed 0.5kt SOG
      • Minimum 6 shackles in normal conditions
  2. Emergency Protocols:
    Scenario Immediate Action Reporting Requirement
    Dragging Anchor 1. Engage engines
    2. Sound alarm
    3. Alert nearby vessels
    Port Control within 5 minutes
    Oil Spill 1. Activate SOPEP
    2. Contain source
    3. Mark spill
    MSA within 15 minutes
  3. Meteorological Limits:
