1. Vessel-Related Charges
– Tonnage Dues: Calculated based on GT (Gross Tonnage) as per Karatsu Port Authority’s 2023 tariff tables. Minimum charge applies for vessels under 500 GT.

– Berthage Fee: Daily rate: ¥18,000 (0-50m LOA), ¥25,000 (51-100m), ¥35,000 (101-150m), ¥45,000 (151-200m). 50% discount for first 6 hours.
– Mooring/Unmooring: Fixed fee ¥15,000 per operation (both ends included). Additional charges for night work (1900-0700).
– Light Dues: Included in port dues (Japan Coast Guard Circular 12/2021 confirms exemption for regional ports).

4. Cargo-Related Charges
– Cargo Dues: Import ¥350/ton, Export ¥280/ton (General cargo). Containers: ¥4,500/TEU base rate.
– Stevedoring: General cargo ¥2,800/ton, Bulk ¥1,900/ton (day shift). 150% rate for night work.
– Stowage/Trimming: Bulk cargo ¥1,200/ton (mechanical), ¥2,500/ton (manual).
– Storage: Free period 72hrs, then ¥800/ton/day (covered), ¥500/ton/day (open).
– Lighterage: Barge-to-ship transfer ¥9,000/ton (minimum 50 tons).
– Tallying: Full tally ¥3,500/man-hour, random check ¥1,800/man-hour.
– Warehouse Usage: ¥1,200/m²/day (first 100m²), ¥900/m²/day thereafter.
– Passenger Vessel Charges: ¥850/passenger for international, ¥450/passenger domestic (including baggage handling).
5. Additional Potential Charges
– Overtime Fees: All port services incur 50% surcharge 2000-0600 and holidays.
– Special Permits: Dangerous cargo handling fee ¥85,000/operation.
– Weather Delays: Standby charges at 30% of normal rates if port operations suspended.
– Naval Architect Fees: Required for certain repairs – ¥65,000 inspection + report.
6. Cost Control Measures
– Submit ETA 96hrs in advance for possible early-bird discounts (up to 10%).
– Consolidate waste disposal operations to minimize service calls.
– Pre-clear customs documentation electronically to avoid delays.
