1. Vessel-Related Charges (Mandatory)
– Tonnage Dues:
• JPY 16.50/GT for vessels <5,000 GT • JPY 14.75/GT for 5,001-10,000 GT • JPY 12.30/GT for >10,000 GT
(Niigata Port Ordinance No. 12-2023, Article 7)
– Port Dues:
• JPY 0.55/GT for general cargo vessels
• JPY 0.65/GT for tankers
• 15% discount for vessels with ETA submission 72h prior
– Pilotage:
• Compulsory for all vessels >500 GT
• Basic fee: JPY 58,500 + JPY 2,250 per meter LOA
• Night surcharge (20:00-06:00): 30% additional
• Minimum charge: JPY 85,000
– Towage:
• Standard operation requires 2 tugs (3 for VLCC)
• Hourly rates:
– 2,400HP tug: JPY 92,500/hour
– 3,200HP tug: JPY 118,000/hour
– 4,000HP tug: JPY 145,000/hour
• 4-hour minimum charge applies
– Berthage:
• General cargo berths: JPY 28,500/day (<100m LOA)
• Oil terminal: JPY 42,000/day
• Dedicated bulk terminal: JPY 35,750/day
• Overtime (after 18:00): 25% surcharge
2. Safety & Environmental Fees
– Oil Boom Deployment:
• Mandatory for all tankers and bunkering operations
• JPY 275,000/day (including deployment/retrieval)
• Emergency deployment fee: JPY 450,000 (Japan Coast Guard Regulation)
– Firefighting Standby:
• Level 1 (basic standby): JPY 68,000/hour
• Level 2 (equipment deployment): JPY 125,000/hour
• Minimum 4-hour charge
– Waste Management:
• Solid waste: JPY 18,000/ton (min JPY 25,000)
• Oily water: JPY 95,000/10KL (MARPOL compliance)
• Chemical waste: JPY 220,000/ton (special handling)
3. Cargo Handling Charges
– Container Operations:
• Loading/unloading: JPY 1,850/TEU (20′), JPY 2,750/TEU (40′)
• Reefer plug: JPY 8,500/day
• Storage:
– Free for 5 days
– JPY 1,200/TEU/day thereafter
– Bulk Cargo:
• Mechanical unloading: JPY 1,150/ton
• Grab hire: JPY 45,000/hour
• Dust suppression: JPY 35,000/hour (mandatory for coal)
Important Notes:
– All fees subject to 10% consumption tax (JCT)
– Emergency services require cash deposit upfront
– Disputes must be filed within 7 days via port administration office
– Vessels >20 years old may incur 15% additional inspection fees
