1. VESSEL-RELATED CHARGES (SAFETY-CRITICAL)

1.1 Tonnage Dues:

– 0.28 RMB/GT for cargo vessels (Hainan Port Tariff 2023 Art.7)

– 0.35 RMB/GT for tankers (Hainan Dangerous Cargo Regulation 12.3)

1.2 Port Dues:

– 0.40 RMB/NT for international vessels

– 0.25 RMB/NT for domestic vessels (MSA Notice 2021-45)

1.3 Pilotage (Mandatory Safety Service):

– Entry/Exit: 0.55 RMB/GT (min 5,500 RMB, max 55,000 RMB)

– Dangerous cargo surcharge: +20%

– Night operations: +30%

1.4 Tugboat (Minimum Safe Requirement):

– 3,500 RMB/hour for 2,400HP (min 2 tugs for >50,000 DWT)

– 5,200 RMB/hour for 4,800HP (required for VLCCs)

1.5 Berthage:

– 0.06 RMB/GT/day (Yangpu Port Rule 5.2)

– Emergency berthing: +100%

1.6 Mooring/Unmooring (Safety Equipment):

– 550 RMB/operation (<10,000 GT)
– 850 RMB/operation (>10,000 GT)

– Storm mooring: +50%

1.7 Quarantine (Public Health):

– Standard: 350 RMB

– Special inspections: 1,200 RMB (WHO Health Regulation)

1.8 Oil Boom (Pollution Prevention):

– 1,800 RMB/day (min 2 days)

– Emergency deployment: 5,000 RMB

2. ESSENTIAL SERVICES (CREW WELFARE)

2.1 Water Supply (DNV-GL Certified):

– Potable water: 22 RMB/ton (weekly bacteriological test)

– Technical water: 12 RMB/ton

2.2 Medical Waste Disposal:

– 350 RMB/box (IMO Medical Waste Convention)

– Incineration: 800 RMB/ton

2.3 Crew Transportation:

– Airport shuttle: 800 RMB/van (max 10 crew)

– Hospital transfer: 1,200 RMB (24/7 service)

3. CARGO OPERATIONS (SAFETY SURCHARGES)

3.1 Dangerous Goods Handling:

– Class 1 explosives: +300%

– Class 3 flammables: +150%

– IMDG containers: 15 RMB/TEU

3.2 Heavy Lift Surcharge:

– >100 tons: +50%

– >200 tons: +100%

3.3 Refrigerated Cargo:

– Power supply: 4.00 RMB/kWh (backup generator required)

4. EMERGENCY SERVICES

4.1 Firefighting Standby:

– Chemical tankers: 1,000 RMB/hour

– LNG carriers: 1,500 RMB/hour

4.2 Oil Spill Response:

– Tier 1 response: 15,000 RMB activation

– Tier 2 response: 50,000 RMB/day

5. SAFETY NOTICE:

All vessels must maintain valid:

– Port State Control clearance

– Oil Pollution Insurance Certificate

– Crew Vaccination Records

Non-compliance may result in 200% penalty fees
