Seafarers’ rights and compensation when passing through high-risk zones (IBF list of zones extended)

The List of Warlike and High Risk Areas of the International Bargaining Forum (IBF), relating to current collective bargaining agreements, has been extended until November 23, 2025, as amended on March 19, 2024, reports Seafarers Journal.

Thanks to the list, seafarers can assess the danger of working in the specified areas and understand their rights.

1. IBF Warlike Operations Area — 12 nautical miles from the mainland coast of Yemen, including all ports, with the exception of the Maritime Security Transit Corridor (MSTC) in the Red Sea (Charts 1 and 2)

Seafarers are entitled to:

A mandatory requirement to enhance security measures equivalent to Level III of the International Ship and Port Facility Security Code (ISPS 3) is in effect.

2. IBF High Risk Area — Southern Red Sea and Gulf of Aden: the boundary starts from the IBF Warlike Operations Area off the coast of Yemen and extends to the coast of Eritrea. The area covers the Bab-el-Mandeb Strait, including the Maritime Security Transit Corridor (MSTC) and the Gulf of Aden (Charts 1 and 2).

Seafarers are entitled to:

A mandatory requirement to enhance security measures equivalent to ISPS Level 3 is in effect.

3. IBF Extended Risk Zone — Gulf of Guinea from the /Côte d’Ivoire border to 00°N 005°E to the /Namibia border (Chart 3).

Seafarers are entitled to:

An enhanced level of “Best Management Practices” (BMP) is provided.

4. IBF Warlike Operations Area — Sea of Azov and Kerch Strait north of 45°03’ 00’ North latitude (Chart 4).

Seafarers are entitled to:

It is recommended to enhance security measures equivalent to ISPS Level 3.

5. IBF Warlike Operations Area — Northern Black Sea region (Chart 4).

Seafarers are entitled to:

It is recommended to enhance security measures equivalent to ISPS Level 3.

6. IBF Warlike Operations Area — All ports of Ukraine

Seafarers are entitled to:

It is recommended to enhance security measures equivalent to ISPS Level 3.

7. IBF High Risk Area — Black Sea (Chart 4).

Seafarers are entitled to:

It is recommended to enhance security measures equivalent to ISPS Level 3.
