Shanghai Trade Adjustment Assistance Service Covers Over Ten Thousand Enterprises

Recently, the 2025 Yangtze River Delta International Economic and Trade Risk Prevention and Response Development Conference was held in Shanghai. Information released at the meeting indicated that, as of now, the service scope of Shanghai’s Trade Adjustment Assistance has covered over ten thousand enterprises, spanning multiple industries including textiles, chips, steel and aluminum, chemicals, and photovoltaics.

Trade Adjustment Assistance refers to an institutional arrangement where the government helps enterprises facing temporary difficulties due to sudden changes in the international trade environment, a sharp increase in imports, or forced industrial relocation to overcome these challenges. According to statistics from Shanghai Customs, in the first seven months of this year, the total import and export value of the Yangtze River Delta region reached 9.59 trillion yuan, a year-on-year increase of 5.4%, accounting for 37.3% of the nation’s total import and export value during the same period. This share represents a 0.7 percentage point increase compared to the same period last year, steadily playing its role as the “ballast stone” of the country’s foreign trade. Behind this impressive performance is the government’s active coordination, precise resolution of key issues faced by foreign trade enterprises, and full support in helping them stabilize orders and expand markets.

At the conference, the “Trade Adjustment Assistance Service Guide (2025 Edition)” and the “National Risk Analysis Report (Yangtze River Delta Edition)” were successively released, and the 2025 Trade Adjustment Assistance Hundred Training Sessions into Ten Thousand Enterprises activity was announced to be launched. The conference also saw the inauguration of the nation’s first regional service station—the Hongqiao Service Station for Trade Adjustment Assistance in the Yangtze River Delta region. Multiple domestic and foreign business associations jointly initiated the establishment of the Trade Adjustment Assistance International Market Development Service Alliance, creating an efficient collaborative platform for enterprises to explore diversified international markets.
