On July 8, 2025, the dismantling of the vessel “Wan-Suzhou Cargo 2630” commenced at Xinmin Ship Recycling Co., Ltd. in Jingjiang City, Jiangsu Province, marking the substantive start of the scrapping process for outdated operational vessels in Suzhou City this year.

**Accurately Grasping Policies and Meticulously Implementing Plans**
The policy for scrapping and renewing outdated operational vessels involves a wide range of stakeholders and attracts significant public attention. The Suzhou Municipal Department of Transportation thoroughly studied relevant provincial directives, strictly verified vessel information to establish a clear baseline, and accurately grasped policy requirements such as subsidy scope, standards, application procedures, and review processes. After the provincial plan was issued on July 7, the department formulated a detailed workflow, established a dedicated task force, and swiftly launched the scrapping and dismantling initiative with a clear roadmap.

**Proactive Outreach and Enhanced Enterprise Services**
Given that most vessels registered in Suzhou Port operate year-round in Jiangsu, Zhejiang, and Shanghai, the transportation department adopted a “whole-region, round-the-clock, end-to-end” approach to provide precise services. This included on-site policy explanations, application assistance, troubleshooting, and coordination between shipowners and enterprises. Close communication was maintained with each vessel and company, and personnel were promptly dispatched to oversee dismantling at shipyards. A green channel for administrative services was also opened to ensure rapid response to enterprise needs, effectively reducing financial and time burdens for shipowners and alleviating concerns for businesses.

**Strict Discipline and Strengthened Integrity**
To ensure smooth and standardized dismantling operations, the Suzhou Municipal Department of Transportation prioritized ethical conduct and integrity throughout the process. Potential risks related to work ethics and corruption were thoroughly analyzed, and collective integrity talks were held for all task force members and relevant staff. On-site supervisors received integrity reminders and signed integrity pledges, reinforcing compliance awareness through “dual reminders” to maintain impeccable service standards at every stage.
