The inspection and guidance team of the Ministry of Transport discovered weak implementation of corporate primary responsibility and insufficient grassroots supervision during their supervision in the Xinjiang Production and Construction Corps.

Recently, the first inspection and guidance team from the Ministry of Transport (referred to as the inspection team) conducted on-site inspections and guidance in the Xinjiang Production and Construction Corps. The inspection team carried out overt and covert inspections in three divisions and cities, including Urumqi, the Eighth Agricultural Division (Shihezi), and the Fourth Agricultural Division (Kokdala), uncovering a total of 26 issues and hazards, including one major hazard.

On June 24, at Shihezi Tianhe Transportation Co., Ltd., the inspection team reviewed records and discovered that the hazardous goods transport vehicle “Xin C24350” had engaged in long-term speeding, and the company failed to fulfill its corrective duties. In January of this year, the vehicle was recorded speeding 10 times in a single month, with the highest speeding ratio reaching 23.3%, and the longest single speeding incident lasting 32 minutes and 30 seconds. In April and June, the vehicle repeatedly exhibited speeding behavior. After the dynamic monitoring system recorded the speeding incidents, the company failed to intervene effectively in real time, allowing continuous and prolonged speeding, which violates the “Road Transport Vehicle Dynamic Supervision and Management Measures.”

Upon analysis, the inspection team concluded that the company’s failure to implement its primary responsibility, the disconnect between continuous violation penalties and risk levels, and the ineffective intervention and reminders from dynamic monitoring personnel led to repeated speeding incidents. Regulatory mechanisms also had loopholes, as local authorities did not use the provincial platform to track and retrospectively address severe speeding incidents, resulting in only light penalties for continuous and serious violations.

The inspection team also identified inadequate safety management in highway and waterway construction projects, with varying degrees of risks and hazards in fire safety, general safety, electrical usage, and emergency preparedness. For example, at the Huohaizi Interchange project of the Eighth Division Shihezi-149th Regiment Highway on National Highway 576, distribution boxes were unlocked, cables were left lying on the ground instead of being elevated, and warning signs were toppled. After the bridge deck paving was completed at the Kokdala Second Bridge project, it was used as a temporary construction road, with insufficient traffic signs such as speed limit markers and reflective stickers.

In response to these issues, the inspection team urged the responsible units to refine and implement accountability at all levels, from industry management departments to relevant enterprises, based on the feedback problem list, and to guide immediate rectification with closed-loop corrections. In particular, the Xinjiang Production and Construction Corps Transport Bureau must further reinforce accountability at the county and grassroots levels to ensure pressure is transmitted to the “last mile,” driving the rectification campaign to achieve deeper and more substantive results.
