The China Ports Association led the major port groups, scientific research institutes and technology enterprises in the United Nations to jointly sign the “Artificial Intelligence + Port” Memorandum of Cooperation, focusing on four major directions of co-building an innovation platform, precipitating common capabilities, cultivating a win-win ecology, and co-cultivating a talent echelon.

On September 24, the 2025 Smart Port Conference was held in Qingdao, Shandong Province. The theme of the conference is “Smart Creation and Strengthening Hong Kong, Winning the Future”. At the meeting, the China Ports Association led the major port groups, scientific research institutes and technology enterprises in the United Nations to jointly sign the “Memorandum of Cooperation on “Artificial Intelligence + Port”. The signing of the memorandum marks a key step in the collaborative innovation of “industry, university, research and application” in our country’s port industry.

According to the memorandum, all parties will uphold the principle of “equal cooperation, mutual benefit and win-win results, and collaborative innovation”, focusing on four major directions of cooperation: first, jointly build an innovation platform, focus on common technical problems in the port industry, innovate demonstration applications, and build the pilot base into a source of technological innovation; The second is to precipitate common capabilities, improve the level of shared services such as computing power, data, and models through unified technical architecture and standard system, and lower the threshold for artificial intelligence application innovation in ports. third, cultivate a win-win ecology, strengthen industrial chain coordination and international cooperation, and build an open and collaborative smart port ecosystem; Fourth, jointly cultivate talent echelons, jointly cultivate compound talents who understand both artificial intelligence technology and port business, and lay a talent foundation for the long-term development of the industry. In order to ensure the effectiveness of cooperation, all parties will establish information sharing and project co-construction mechanisms to jointly promote the formulation of technical standards, joint scientific research and the implementation of demonstration projects.

According to reports, the signing of the memorandum of cooperation is a specific measure to actively respond to the State Council’s “Opinions on the In-depth Implementation of the “Artificial Intelligence +” Action” and the relevant implementation opinions of the Ministry of Transport, and is also an important action carried out relying on the first batch of national artificial intelligence application pilot bases in the transportation field launched in Qingdao.
