The Chinese semi-submersible ship “Hua Xing Long”, loaded with six newly built vessels, set sail from Ningde Port in Fujian Province on the 23rd, bound for Guinea, a country involved in the Belt and Road Initiative.

According to the Ningde Immigration Inspection Station, since the beginning of this year, it has facilitated the semi-submersible export of 3 semi-submersible ships and 24 newly built vessels, helping Ningde ship enterprises accelerate their expansion into overseas markets.

All six tugboats exported in this shipment were built by local ship enterprises in Ningde. They are expected to arrive in Guinea after approximately 50 days of sailing and will be used for local port engineering construction and offshore operations.

Xing Kongyou, captain of the Guangzhou Salvage Bureau’s “Hua Xing Long” ship, said the loading was done in a “building blocks” manner, allowing for the batch export of vessels. This method can better meet export needs in one go and is characterized by being safer, more efficient, and more economical.

In response to situations such as the semi-submersible ship operating at a depth of over 10 meters in the port, involving a large sea area and long operation time spans, the Ningde Immigration Inspection Station immediately formulated a detailed “one ship, one policy” safety保障方案 (safety assurance plan) and a refined inspection process, specifically opening a “green channel” for the ship’s export operations.

Chen Minghui, a police officer from the Ningde Immigration Inspection Station’s Second Duty Team, stated that after the ship arrived at the anchorage, a core task force was dispatched immediately to move the immigration inspection point forward to the anchorage. They traveled by boat to the anchorage to board the ship and conduct tasks such as person-certificate verification and hull inspection, ensuring efficient衔接 (connection) between the ship’s entry, berthing, and operations.

Chen Qingdong, deputy manager of Sinotrans (Fujian Ningde) Co., Ltd., said that this semi-submersible shipment involved a large number of vessels and long operation times. The immigration inspection authorities processed the necessary permits for the vessels and personnel involved in the operation, such as alongside and boarding permits, well before the ship’s entry. This effectively saved the ship’s port time and reduced the company’s operating costs.

In light of the cluster characteristics of the shipbuilding and repair industry in the Ningde port, the Ningde Immigration Inspection Station proactively对接 (connects with) enterprise production needs. It provides “one-stop” immigration inspection services for crew changes, permit applications, and clearance procedures. The station dispatches police officers to be stationed on ships for全流程跟控监管 (whole-process follow-up control and supervision) and implements 7×24-hour全天候服务 (all-weather service) to ensure “zero wait” operations upon arrival and “zero delay” clearance upon departure.
