Three companies bid to implement VTMIS at Port of Santos

Three companies have submitted bids in the tender process for the implementation of VTMIS – the Vessel Traffic Management and Information System – at the Port of Santos (SP). The technology will be installed at several points within the Organized Port and will optimize vessel traffic at the country’s main port.

In a public session held in the auditorium of the Santos Port Authority (APS) on Monday, September 22, the technical and price proposals were delivered to the company’s bidding committee.

The participating companies were Atech Negócios em Tecnologias, Consórcio Portulano, and Consórcio VTMIS Santos.

APS explained that in this first stage, the envelopes contain the technical proposals for the project, which will later be analyzed by the Port Authority’s technical committee. The envelopes containing pricing information will remain sealed and be handled by the responsible team.

Once the technical proposals have been reviewed, the decision will be made available on the Port of Santos website. After this stage, the competitors’ price proposals will be opened to determine the winner of the bidding process.

The date for opening the envelopes will be announced later by APS.

The project

VTMIS is a long-awaited project by the port community of Santos and is part of the technological package currently managed by the Santos Port Authority.

The system will be implemented in four locations: Ilha da Moela, Morro do Tejereba (Guarujá), the top of the Serra do Mar, and Ilha Barnabé (Santos). Infrastructure works will be carried out to accommodate all the equipment required for VTMIS, including towers, maritime radar installation, meteorological equipment, and electro-optical cameras.

According to the Port Authority, the images generated will be displayed in real-time at an Operations Center located at the APS headquarters, which will be able to interact with vessel traffic and respond to all situations, from ship approaches to anchorage areas, access channels, and private terminals.

VTMIS Santos will also share data to support operations by the Maritime Police (Nepom-PF), the Brazilian Navy, the Federal Revenue Service, among other partners in preventing and combating crimes against ships and port facilities. The system can detect and identify, in real time, vessels that are suspicious or unauthorized to navigate within the Organized Port’s maritime area.

The Port Authority anticipates that construction for VTMIS will commence in early 2026.
